Under general direction, to provide management, leadership, and direction for the advancement of the City's diversity, equity, and inclusion (DEI) initiatives, activities, and programs; and perform related work as required.

Essential Functions

Plans, develops, implements, manages, and evaluates the City's internal and external DEI initiatives, activities, and programs; identifies and makes recommendations regarding any structural biases and / or inequities in City policies, programs, and services; evaluates, recommends, and develops policies, procedures, programs, processes, and organizational efforts / changes related to Citywide DEI; oversees and makes recommendations regarding budget allocations and expenditures related to DEI programming and resources; establishes programs, procedures, and processes to address potential and identified barriers to the goal of attracting, hiring, and retaining a diverse workforce; collaborates with City departments to identify and address current and emerging DEI issues; manages and organizes large amounts of data in an accurate and easily understandable manner; works with departments to educate, create understanding and awareness, and initiate programs and resources to identify and address potential inequities; establishes and maintains partnerships and builds relationships with diverse organizations and community groups to enhance DEI; serves as liaison to the community, outside organizations, and other City departments and employees regarding matters related to DEI; researches, develops, and recommends creative strategies to foster the City's DEI goals, including long-term plans to address department needs and services, as well as the needs of the community; prepares complex reports, staff reports, and other written correspondence; assists with the preparation of and gives presentations to a variety of audiences, including but not limited to the City Council; may supervise, train, and evaluate employees; may make effective recommendations regarding hiring, promotions, transfers, and disciplinary action as needed, up to and including termination; drives on City business.

Minimum Qualifications

Employment Standards :

Knowledge of applicable federal, state, and local human resources and Equal Employment Opportunity (EEO) laws, rules, ordinances, and regulations; principles and practices related to DEI programs and initiatives; social, political, and environmental issues influencing DEI program development and implementation; principles and practices of advocating for public policies related to DEI; principles, practices, and methods of program development, implementation, management, evaluation, and budgeting; effective institutional change-management principles and practices; practices and techniques related to community outreach and engagement; principles and practices of sound personnel management and supervision; research methods and analytic techniques; principles and practices of public speaking; spelling, grammar, and punctuation.

Skill in planning and project management; change-management; time management and prioritizing assignments; leadership development.

Ability to keep informed of emerging trends regarding DEI; review, interpret, and implement policies, procedures, and programs; conduct research, analyze complex issues, identify and define equity disparities, and make sound recommendations; work independently and in a team environment; represent the City effectively in meetings with governmental bodies, community groups, and the public; prepare clear, concise, and comprehensive correspondence, reports, studies, and other written materials; communicate with various stakeholders to achieve consensus on project and program goals; communicate effectively, both orally and in writing; establish and maintain effective working relationships with supervisors, fellow employees, outside agencies, and the public.

Education / Training : Any combination of education and / or experience that has provided the knowledge, skills, and abilities necessary for acceptable job performance as determined by the City. Example combination includes but is not limited to graduation from an accredited college or university with a bachelor's degree in business administration, public administration, social sciences, or a related field plus five years of experience administering and / or managing DEI programs, community outreach programs, and / or social justice programs, including two years in a leadership, supervisory, and / or management role.
