The Community Service Officer is a uniformed, limited commission position which performs duties related to animal control services, parking enforcement, and other parking related services. The Community Service Officer is not a commissioned Police Officer; the Community Service Officer performs a variety of functions that do not require Peace Officer certification. All duties and tasks are expected to be performed in an attentive, effective, efficient and safe manner.

City of Burlington application for employment forms can be found on the City’s website at www.burlingtonwa.gov/jobs, or by request at City Hall, located at 833 S. Spruce Street, Burlington, WA 98233. Complete application packets must be submitted in a sealed envelope via mail, in-person to Burlington City Hall, ATTN: Human Resources/Amber Robinson, or emailed to HR@burlingtonwa.gov, no later than close of business, 5:00 p.m. PST on April 25, 2025. NOTE: Oral Board Interviews will be scheduled for Friday, May 9, 2025; candidates must be available for in-person testing on that date.

Qualifications

Must be at least 21 years of age. • High School Diploma required. • Three (3) years’ customer service experience in dealing with the general public. • Preferred three (3) years' experience with duties closely related to those described above. • Valid Washington State Driver’s License with driving record acceptable to the City’s insurance carrier. • Must be able to successfully pass the following: o Written and oral Civil Service examination o Background investigation o Polygraph examination

SKILLS, KNOWLEDGE AND ABILITIES: A Service Officer must demonstrate skills and knowledge to successfully handle a variety of situations and incidents. Other skills, knowledge and abilities may include, but are not limited to: • Ability to communicate both independently, confidently, articulately, and effectively with a diverse and potentially demanding community, both verbally and written. • Ability to use tact and judgement in the performance of duties. • Ability to make decisions independently in accordance with established policies and to use initiative and judgement when carrying out tasks and responsibilities. • Ability to establish and maintain effective working relationships and the ability to work cooperatively with others. • Ability to work both independently and with a team. • Ability to problem solve, make quick decisions, and use innovative approaches to situations. • Knowledge of and the ability to apply policies, procedures, rules, codes, laws, and ordinances. • Knowledge of laws, codes, regulations pertaining to animal care, custody, quarantine, and disposal. • Ability to maintain confidential or sensitive information.
