Salary: Grade A10, Step 01 - $27.34/Hour
Schedule: Monday – Friday, 7:30 AM – 4:00 PM
Certifications/Licenses Required: Massachusetts Class D Driver’s License, Certifications in American Red Cross Lifeguard Training or Y.M.C.A., American Red Cross Adult/Pediatric First Aid and C.P.R./A.E.D., American Red Cross Adult/Pediatric First Aid, American Heart Association Basic First Aid, American Heart Association C.P.R./A.E.D. and W.S.I. preferred
SUMMARY
The City of Chicopee’s Department of Public Works – Sanitation/Recycling Division is hiring a MEO/Foreman supervisory position who will be responsible for overseeing the integrated waste management curbside collection program, and department staff as well as non-department staff assigned. Responsibilities include directing and assigning work to Sanitation/Recycling crews. Provides assistance to and works with the Environmental Programs Coordinator as needed. Required to work overtime when necessary to complete curbside waste/recycling pick-up. This is a 40-hour work week position with mandatory overtime.
ESSENTIAL DUTIES INCLUDE:
- Confers regularly with Superintendent of Public Works and/or Assistant to the Superintendent of Public Works.
- Ensure curbside pick-up is conducted in accordance with City Ordinance.
- Maintains inventory of necessary tools and supplies.
- Provides safety instructions, technical assistance, and advice to staff.
- Operates department vehicles and equipment for both solid waste and recycling operations when needed.

Works with Environmental Programs Coordinator and provides assistance in the following areas:
- Illegal dumping investigation and remediation
- Investigation of citizen complaints about solid waste/recycling pickup
- Curbside investigation of problem set-outs.
- Drop-Off Center.
- Data collection.
- New pickup programs/initiatives.
- Household hazardous waste pickup and storage. Will require training.
- Permit inspections.
- Reviews route sequencing and pickup operations, and making adjustments if needed.
- Maintains department vehicles and equipment; lubricates truck; performs required daily preventive maintenance and cleaning as needed
- Reviews and prepares daily vehicle checklists; must be able to detect problems with moving parts of department vehicle (i.e. Packer blades, slide shelves).
- Maintains daily reports as required.
- Coordinates and assists with curbside bulk waste pick-up program.
- Coordinates and assists with City Parks and Center waste/recycling pick-up.
- Responds to citizen complaints/callbacks.
- Required to work overtime in order to complete curbside pick-up.

QUALIFICATIONS
- Massachusetts CDL Class B License. - Required
- High School Diploma/G.E.D. – Required
- Minimum seven (7) years’ experience integrated waste management and vehicle/equipment operation. - Required

Minimum three (3) year supervisory experience. - Required
- Or equivalent combination of education, experience, skills and training which provides the required knowledge, skills, and abilities, may be substituted for specific educational/ experience requirement.
- Knowledge of the City's curbside waste pick-up program.
- Ability to assign and organize department staff and equipment according to changing requirements and supervise a large group of subordinates.
- Ability to operate Sanitation Department vehicles and equipment.
- Ability to work effectively under pressure.
- Ability to interpret vehicle and equipment specifications.
- Ability to establish and maintain cooperative working relationships with other City employees, City departments, divisions, and the vendors.
- Ability to report findings and communicate effectively; administrative abilities.
- Ability to work independently.
