Employment Status: UFCW Laborers, Non-Exempt, Full-Time (40 Hours/Week)
Salary: Grade 11L, Step 05 -$25.89/Hour
Schedule: Mon-Fri – 7:00 AM – 3:30 PM
Certifications/Licenses Required: Massachusetts CDL Class B Massachusetts 2B Hoisting License (must obtain within one (1) year), Certified Pool Operators License (CPO) (must obtain within one (1) year), Massachusetts Pesticide License (must obtain preferred after one (1) year)
SUMMARY
The City of Chicopee’s Department of Public Work’s Parks & Recreation Department is hiring a Working Foreman who will assist in planning operations, scheduling work flow, directing personnel in a wide range of tasks related to park maintenance and construction activities throughout the City of Chicopee parks system as well as cemeteries. This includes all site amenities, park equipment and supplies. Position must take into consideration budget limitations. Assists with the Parks division documentation development, maintenance and providing of operations and staff. Provides supervision to Parks division labor force. Works under the direction of the Parks Foreman. This position requires mandatory overtime and on call responsibilities.
ESSENTIAL DUTIES INCLUDE:
- Assigns and participates in work on a daily basis.

Monitors and participates in all aspects of the Parks operation including:
- All water related systems - pools, irrigation, water/sewer service, bubblers, water sprays.
- Park site amenities - play equipment, diamonds, sport fields, bleachers, benches, walkways, fence lines and others.
- Park buildings - comfort stations, garage, fieldhonse, pool buildings; Administration Building, Resource Center, portable toilets, press box, dugouts, sheds and others.
- Vegetation trees, bushes, grass, brush, flowers; vines.
- Equipment - tractor, bobcat, club cab; mowers, blowers, hand tools, power tools, parts, supplies
- Vehicles - trucks.
- Signage - informational, safety, traffic flow related.
- Cemetery - monuments, buildings, burials, landscaping.
- Assigns work task based on work plans to maintain all components of the Parks system in a manner that is responsive to varying seasonal needs; safety concerns, user levels, staffing and budgetary limitations.
- Supervises the implementation of preventative maintenance of all park amenities, equipment and vehicles.
- Performs tasks required to purchase, store, and distribute equipment, tools, and supplies.
- Addresses concerns related to job performance in compliance with City policies and applicable laws.
- Leads a crew as needed or assigned. Performs miscellaneous manual duties as needed or assigned such as raking, shoveling, digging, hammering, painting, climbing ladders, lifting, bending, crawling, pulling, pushing and using manual tools, in the maintenance and renovation of parks, pools, spray parks, comfort stations, recreation areas, athletic fields, and playgrounds in preparation for active and passive recreational use or preservation as open space.

QUALIFICATIONS
- Massachusetts CDL Class B License. – Required
- Must obtain Massachusetts 2B Hoisting License within one (1) year. – Required
- Obtain Certified Pool Operators License (CPO) within one (1) year. - Required
- Obtain Massachusetts Pesticide License preferred after one (1) year. - Required
- Massachusetts CDL Class A License. – Preferred
- Must obtain Massachusetts 2A Hoisting License. - Preferred

Minimum of five (5) Years experience working within a Parks Department or private sector parks or landscaping field,
- With three (3) years of direct leadership experience;
- Three (3) years of direct hands on experience performing manual labor related to the operation and maintenance of Parks related resources including pools, irrigation, diamonds, sport turf and wooded areas; experience working outdoors in adverse weather conditions; or equivalent combination of education and experience.
- High school diploma or general education degree (GED).
