The City of Chino Hills is offering an exciting career advancement opportunity for someone who is ready to take the next step in their professional journey! We are seeking a qualified and motivated individual to join our Public Works Department as the Maintenance and Operations Manager.


In this key role, you will:

  • Work closely with the Public Works Director, collaborating on strategic decision-making and overseeing key maintenance activities.
  • Manage and coordinate essential maintenance functions across a variety of areas, including parks, streets, landscapes, rights-of-way, and public facilities.
  • Lead a dedicated, diverse, and high-performing team, providing support, coaching, and supervision to ensure consistent, high-quality service delivery to our community.

What we are looking for:

  • A proven leader with 5 years of experience in public works, including at least 2 years in a supervisory and administrative capacity.
  • A Bachelor’s degree with relevant coursework in public administration, parks administration, urban forestry, civil engineering, or related fields.
  • Strong leadership skills, with the ability to motivate and guide teams toward achieving operational goals.
  • Experience in budget management, program implementation, and strategic planning to improve public services.
  • A passion for public service and a commitment to improving the quality of life for residents in Chino Hills

This position is eligible to receive a 5% salary merit increase at the 1-year anniversary date of hire, as long as your work performance is in good standing! Merit increases are issued annually until the maximum salary step is reached for an employee who is meeting department standards.

A Glimpse of Our Total Compensation and Benefits:

  • Work-Life Balance: Enjoy generous time off, including 12 paid holidays, 2 Holiday Closure days, 40 hours Administrative Leave, 9 hours of floating holiday, annual vacation leave (starting at 80 hours, increasing with years of service) and 96 hours of sick leave annually.
  • Winter Holiday Closure: The city shuts down regular operations from Christmas Eve to New Year’s Day, allowing employees to spend quality time with loved ones.
  • Flexible Benefits Plan: Receive a monthly cafeteria allotment of $2,014 to contribute toward medical, dental, and vision coverage. If you opt out, you can choose a cash-in-lieu option up to $1,864.
  • Dependents Coverage: Dependents up to age 26 are eligible for coverage.
  • Vision Coverage: Employees receive no-cost vision coverage.
  • Insurance Coverage: The city provides 100% employer-paid coverage for Life and Accidental Death & Dismemberment (AD&D) insurance ($150,000), as well as Short-Term and Long-Term Disability insurance.
  • Supplemental Life Insurance: Additional life insurance options are available at affordable rates.
  • Deferred Compensation: The city matches contributions to your 457b deferred compensation plan up to $200 per month, with the option to contribute more.
  • Tuition Reimbursement: Receive up to $3,500 per fiscal year for educational development.
  • On-Site Gym Access: Employees can enroll in and use the on-site gyms at City Hall and Public Works.
  • Future Salary Adjustments: Scheduled 5% increase in base salary effective September 1, 2025, and September 1, 2026.

Essential Duties You May Be Responsible For:

  • Oversee and direct through subordinate supervisors, the daily maintenance services and activities of parks, landscape and open space areas, streets, rights-of-way, facilities, vehicles, and equipment.
  • Participate in the development and implementation of the Public Works Department goals, objectives, policies, and procedures for each assigned service area; evaluate the operations and activities of the Department. 
  • Participate in the preparation of the annual operating budget for the Department; forecast funds needed for staffing, equipment, materials, and supplies; monitor and approve expenditures; implement adjustments. 
  • Select, train, motivate, and evaluate Public Works personnel; supervise and evaluate performance; work with employees to correct deficiencies; implement discipline and termination procedures.

EXPERIENCE REQUIREMENT: 

Five (5) years of increasingly responsible experience in the public works maintenance field involving landscaping, streets, rights of way, facilities and equipment that includes two years in a supervisory and administrative capacity.  
  
EDUCATION REQUIREMENT:   
 
Equivalent to a Bachelor’s Degree from an accredited college or university with major coursework in parks administration, urban forestry, civil engineering, public administration or a related field.
 
LICENSE: 
 
Possession of a California Class C Driver’s License with an acceptable driving record.

IMPORTANT INFORMATION

Prospective employees who are selected for employment must successfully complete a medical examination and background check, which is paid for by the City. The background check will include being LiveScan fingerprinted through the Department of Justice.
 
All original appointments who have never held active status in a classification will be required to serve a 26-pay period probationary period (approximately one year). If a current employee who has held active status is selected, it will be considered a promotional appointment, and they will be required to serve a 13-pay period probationary period (approximately six months).

The Maintenance and Operations Manager classification is Exempt under FLSA.
