Compensation - $17.68/hr Position open until filled.To apply, click here: To read the full description, click here: BRIEF DESCRIPTIONThis position provides case management to HCV (Housing Choice Voucher) program participants through involvement with tenants and landlords in placement, problem resolution, investigations of lease violations, and accurate record keeping. The position provides a full range of secretarial and clerical assistance to the Housing Manager. This position is responsible for conducting Housing Choice Voucher inspections to ensure compliance with HUD regulations and for performing related administrative tasks. This is a non-supervisory position, which involves independent judgment. Duties include performing clerical work and application of various complex work methods and procedures in accordance with the laws and regulations controlling the Housing Department and with departmental functions, policies, and practices.NECESSARY KNOWLEDGE, SKILLS, AND ABILITIESKnowledge of HUD regulations and other Federal, State, and local lawsKnowledge of federal, state, and local laws, rules and regulations pertaining to HUD HQS inspection procedures;Knowledge of Federal, State, and local building ordinances, codes, and regulationsKnowledge of general office practices and procedures, business English and basic mathematicsKnowledge of tenant rights as they relate to rental and subsidized programKnowledge of rental market in the community; including conditions and amenities for determining fair market value of a unitAbility to interpret statutes, rules, ordinances, codes, and regulationsAbility to prioritize multiple tasks and demands; ability to work independentlyAbility to communicate with persons of diverse backgroundsAbility to understand and carry out oral and written instructionsAbility to observe, analyze, and pay attention to detailAbility to inspect and determine necessary repair for units to meet HQS;Ability to detect defects and faults in construction and to assess compliance with established standards;Skill in working under the pressure of deadlines while establishing and maintaining cooperative working relationships with landlords and participantsSkill in maintaining accurate inspection recordsSkill in interacting with people of different social, economic, and ethnic backgroundsAbility to perform routine duties by following the HQS Master Book, inspection checklists, and HCV Administrative Plan;EDUCATION AND EXPERIENCEPreferred bachelor’s degree in Public Administration, Business Administration, or a related field plus two (2) years of experience in municipal government, with at least one of which involved federal programs; ORHigh School diploma or equivalent with a minimum of four (4) years of experience in municipal government, with at least one of which involved in federal housing programs, residential and/or multi-family building inspection, construction, maintenance, management; ORAny equivalent combination of experience and training which provides the required knowledge, skills, and abilities.CERTIFICATES AND LICENSES REQUIREDA Valid Class C Texas driver license and the ability to maintain a satisfactory driving recordHousing Quality Standards training required within twelve (12) months of employmentHousing Choice Voucher (HCV) Rent Calculation training with in (12) months of employmentENVIRONMENTAL FACTORS AND SAFETY HAZARDSOperates in both indoor and outdoor working environments with exposure to a variety of extreme weather conditions as well as dust, pollen, extreme noise, cramped spaces, poor lighting and poor ventilation during inspections. Must have sufficient ability to endure prolonged exposure to heat (during summer months) and cold conditions (during winter months). May be subject to fumes, odors, dust, roaches, fleas, bed bugs, and chemical hazards.TOOLS AND EQUIPMENT USEDStandard office equipment including multi-line telephone, computer, fax machine, copier, scanner, shredder, printer, etc.Ability to use various inspection test equipment and/or instruments.
