SUMMARY: Incumbents perform advanced professional budget preparation and financial analysis work. This position provides frequent analysis of the City's financial position to aid in decision making and reporting throughout the year and is engaged in various municipal budget compliance tasks and other special assignments. This position also monitors and reviews policies and procedures/processes, prepares financial analyses for short and long-range revenue and expenditure forecasts, and leads process improvements. Work is complex and requires independent judgment and leadership based upon a broad background of experience.
ESSENTIAL DUTIES & RESPONSIBILITIES:

- Prepares, reviews, interprets, and analyzes a variety of information, data and reports; makes recommendations based on findings
- Assists with the design, development, and preparation of monthly, quarterly, and yearly financial reports
- Assists with the design, development, and preparation of a budget book
- Analyzes changes in operating or capital fund balances and prepares comprehensive reports on the financial condition of all operating and capital funds and recommends solutions to identified problems
- Monitors grant funded City programs, including Federally funded programs, and prepares reports as required
- Assists with training on the accounting software
- Assists with changes to the budget as they arise during the fiscal year
- Assists with legal budget adoption and amendment schedules, resolutions and Council agenda items in conformance with statutory requirements
- Coordinates and participates in the preparation of the annual budget and capital improvement program (CIP), ensuring compliance with applicable laws, regulations, and recommended budget practices
- Assists with project management; provides expertise to coordinate and implement division or citywide systems and projects
- Assists with program/system evaluation and organizational analysis; monitors procedures and methods
- Researches economic indicators, analyzes factors and trends, and provides updates to management on the economy
- Reviews departmental operating and capital budgets, and recommends budget allowances
- Develops and prepares short-term and long-term revenue forecasts and expenditure forecasts as needed
- Conducts analysis and produces reports of personal service and other costs as requested; provides costing support and analysis during the labor negotiation process
- Monitors and forecasts cash balances to ensure proper liquidity and maximization of investment income
- Participates in the preparation of the Comprehensive Annual Financial Report (CAFR), and annual audit of financial statements, ensuring compliance with applicable laws, regulations and audit requirements based on area of responsibility
- Maintains effective working relationships with department staff and the general public
- Maintains and upgrades professional knowledge, skills, and development by attending seminars and training programs and reading trade and professional journals and publications
- Performs the essential duties of the job in the conditions described in the physical demands and work environment sections below
- Maintains regular attendance and punctuality
- Serves as backup for multiple functions within the Finance Department

EDUCATION AND/OR EXPERIENCE:
Bachelor's Degree in Economics, Finance, Accounting, Public Administration, or other business-related field from an accredited institution, and three years professional experience in financial cost analysis, budget preparation, or a closely related financial/fiscal activity, or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above. Additional education cannot be substituted for experience.
CERTIFICATION/ LICENSURE:
Must have at the time of hire and be able to maintain a valid Ohio driver license.
