Director of Finance

The purpose of this job is to provide strategic and financial planning for the City.  This position proposes and implements financial policies and procedures, advises senior management and the City Council on financial matters, reviews and approves financial reports, and plans, directs, coordinates, and administers all activities of the Finance Department.

CHARTER REQUIREMENTS
 
This position has been identified as senior staff for the purposes of filing financial disclosure and conflict of interest forms.  The City of Colleyville Charter Section 14.02 "Personal Financial Interest" requires that the City Manager and senior staff shall file financial disclosure and conflict of interest forms to include certain described property owned in Dallas, Denton, and Tarrant County or property held in trust or by certain family members or business entities; and the name and address of any person or corporation with a contractual relationship with the City and from which the person(s) stated above or family members have received something of value over $100; or the person or family members own more than 2% of the outstanding equity interest or more than 2% of the assets; and such reporting applies to all of the relationships listed above." 
 
In addition, the City Charter provides that the appointment of the City Secretary, Police Chief, Fire Chief, Director of Public Works and Head of Department of Finance requires the approval of the City Council.  The list of essential functions, as outlined herein, is intended to be representative of the tasks performed within this classification. It is not necessarily descriptive of any one position in the class. The omission of an essential function does not preclude management from assigning duties not listed herein if such duties are a logical assignment to the position.

• Plans, directs, and manages the day-to-day activities and operations of the Finance Department, including purchasing, accounting, utility billing, treasury operations, investment transactions, the municipal court, and the city's annual budget.
• Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
• Coordinates, assigns and reviews work and establishes work schedules; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed.
• Formulates, recommends, and administers the development and implementation of policies and plans related to departmental services and operations.
• Provides staff support and coordinates directly with a variety of boards, commissions, and committees, prepares agenda memos and reports for City Council meetings.
• Directs and manages the development and implementation of departmental goals, objectives, policies, and priorities for each assigned service and operational area.
• Establishes financial policies under the direction of the City Manager and advises the City Manager on the City's financial matters.
• Interacts professionally and respectfully with the public, coworkers and others in the course of daily work.
• Regular and timely attendance are required for this position.
• Must report to work for duty outside normally scheduled work hours in response to natural disasters, emergencies or critical incidents as determined by City Administration.

• Requires a Bachelor's Degree in Accounting, Finance or related field supplemented by seven (7) years of progressively responsible experience in Accounting, Finance or related experience, including two (2) years of leadership experience, or possession of any equivalent combination of education, training, and experience, which provides the requisite knowledge, skills, and abilities to successfully perform the essential functions of the job.
• Must possess and maintain a valid State of Texas Driver's License.
• Certified Government Finance Officer (CGFO) or Certified Public Accountant (CPA) preferred.
