What are the responsibilities and job description for the EMS Supervisor: Internal Only - Promotional position at City of Dubuque?

Serve on department command staff team; supervise those who assess injuries, administer emergency medical care, and extricate trapped individuals; and transport injured or sick persons to medical facilities. The EMS Supervisor is responsible for the management of the Ambulance Activity team; and will assist with policy and procedure development relating to the EMS program.
- Monitor patient progress or responses to treatments; and medical quality assurance.
- Administer non-intravenous and intravenous medications; the department medical evaluation program; and CPR, First Aid and other public education programs and initiatives.
- Collaborate with healthcare professionals to plan or provide treatment; and Finance Department on collections.
- Maintain medical equipment or instruments; inventory of medical supplies and equipment; and medical or professional knowledge including Fire Department Rules and Regulations, and Standard Operating Guidelines; emergency medical operations and protocols; and training standards.
- Ensure the EMS Division meets all mandatory requirements set by the Iowa Department of Health.
- Supervise department administration including internal and external communications, scheduling records, management systems, and other essential services.
- Develop budget and assist with budget administration.
- Oversee EMS billing process ensuring compliance with insurance processing policies including Medicare and Medicaid; billing service provider activities; and EMS activity personal protection equipment.
- Assist Training Officer with department safety program regarding EMS.
- Serve as Department Infectious Disease Control Officer; team leader and/or incident commander.
- Under direction of Training Officer, establish EMS training programs and schedule training classes.
- Recommend purchases of EMS equipment.
- Respond to emergencies.
- Attend training.
- Perform other related duties as assigned.

REQUIRED QUALIFICATIONS:
- Firefighter I, II and Fire Officer I certifications.
- Paramedic Certification with 5 years of Paramedic experience.
- Possession of, or ability to obtain and maintain, a valid state issued drivers license by the time of appointment.
- EMS Instructor endorsement and/or Fire Instructor I certification.
- ICS 100, ICS 200, ICS 700, ICS 800
PREFERRED QUALIFICATIONS:
- Incident Safety Officer
- Fire Officer II
- ICS 300 and ICS 400
- Certified Ambulance Compliance Officer Certification
- Certified Ambulance Privacy Officer Certification
- Associates Degree in Fire Science, Emergency Medical Services, Fire Administration, or related field.
RESIDENCY REQUIREMENT: Employee shall establish their principal place of residence either within the city limits or within fifty (50) miles of the corporate city limits of the city of Dubuque by the most direct street, road or highway as soon as practicable after appointment, but within two years of appointment.
TRAINING REQUIREMENT:
- The employee shall complete all mandatory supervisor training as prescribed by the training division and/or human resources.
- The employee shall obtain Incident Safety Officer.
- The employee shall attend the State of Iowa’s Service Director’s Workshop.
- The employee shall obtain ICS 300 and ICS 400.
- The employee shall obtain Certified Ambulance Compliance Officer Certification.
- The employee shall obtain Certified Ambulance Privacy Officer Certification.
WORKING CONDITIONS AND HAZARDS: Duties are performed in an outdoor or indoor work environment involving all types of weather which the employee is subject to significant risk of personal injury or exposure to fire and its byproducts, as well as toxic and/or lethal chemical or biological hazards. Duties include long periods of walking or standing, intermittent periods of sitting, and exposure to sleep interruptions. Ability to lift, carry, push, pull greater than 50 pounds frequently, and greater than 100 pounds intermittently; frequent balancing, stooping, kneeling, crouching, crawling, reaching, handling, dexterity. Intermittent climbing and working at heights greater than 50 feet above ground; exposure to weather extremes of heat and/or cold, wet and/or humid conditions, high noise levels, vibration, moving mechanical parts/hazards, heights, exposed places, dirt/dust, odors; and electrical, fire, traffic hazards and violent behavior and other environmental hazards are expected. Must work a 24-hour shift schedule and rotate as assigned.
