What are the responsibilities and job description for the Fire Captain - Internal Only: Promotional position at City of Dubuque?

Under the direction of the Division Chief, Deputy Chief or Fire Chief, will supervise fire fighters who control and extinguish municipal fires, protect life and property, and conduct rescue efforts.
- Request emergency personnel.
- Direct firefighting or prevention activities and personnel; employee training programs; and criminal investigations.
- Administer first aid.
- Rescue people from hazardous situations.
- Assess characteristics of fires.
- Train employees in proper work procedures.
- Evaluate employee performance.
- Write operational reports.
- Attend training to learn new skills or update knowledge.
- Maintain firefighting tools or equipment; operational records.
- Inspect equipment to ensure safety or proper functioning; facilities to ensure compliance with fire regulations; and living quarters.
- Develop fire safety or prevention programs or plans.
- Determine operational procedures.
- Recommend improvements to increase safety or reduce risks; and regarding budget, personnel, apparatus, equipment, rules and regulations.
- Identify actions needed to bring properties or facilities into compliance with regulations.
- Issue warnings or citations.
- Testify at legal or legislative proceedings.
- Inform others about laws or regulations.
- Document legal or regulatory information.
- Review documents or materials for compliance with policies or regulations.
- Provide safety training.
- Educate the public about fire safety or prevention.
- Supervise equipment testing procedures; and recording and reporting procedures.
- Attend meetings, drills and training sessions.
- Conduct training sessions and drills.
- Respond to emergency calls when off duty (call back).
- Receive and route reports and communications to the Division Chief or Deputy Chief.
- Assign reserve equipment.
- Perform other related duties as assigned.

- Mechanical - Knowledge of machines and tools, including their designs, uses, repair, and maintenance.

REQUIRED QUALIFICATIONS:
- 2 years’ time in grade as a lieutenant, EMS supervisor or Assistant Fire Marshal with the Dubuque Fire Department.
- FFI, FFII, Fire Instructor, Fire Officer I certifications
- ICS 100, ICS 200, ICS 700, ICS 800
- Possession of, or ability to obtain and maintain, a state issued drivers license by the time of appointment.
- The ability to obtain Driver/Operator-Pumper, Driver/Operator-Aerial within twelve (12) months of promotion.
- The ability to obtain ICS 300 and ICS 400 within twelve (12) months of promotion.
- The ability to obtain Incident Safety Officer within twelve (12) months of promotion.
PREFERRED QUALIFICATIONS:
- Blue Card or comparable command certification
- Fire Officer II Certification
- Fire Inspector Certification
- Fire Investigator Certification
- CPSE (Center for Public Safety Excellence) Fire Officer (FO) Designation
- Associates Degree in Fire Science, Emergency Medical Services, Fire Administration, or related field.
RESIDENCY REQUIREMENT: Employee shall establish their principal place of residence either within the city limits or within fifty (50) miles of the corporate city limits of the city of Dubuque by the most direct street, road or highway as soon as practicable after appointment, but within two years of appointment.
TRAINING REQUIREMENT:
- Employee shall complete all mandatory supervisor training as prescribed by the training division and/or human resource department
WORKING CONDITIONS AND HAZARDS: Duties are performed in an outdoor or indoor work environment involving all types of weather which the employee is subject to significant risk of personal injury or exposure to fire and its byproducts, as well as toxic and/or lethal chemical or biological hazards. Duties include long periods of walking or standing, intermittent periods of sitting, and exposure to sleep interruptions. Ability to lift, carry, push, pull greater than 50 pounds frequently, and greater than 100 pounds intermittently; frequent balancing, stooping, kneeling, crouching, crawling, reaching, handling, dexterity. Intermittent climbing and working at heights greater than 50 feet above ground; exposure to weather extremes of heat and/or cold, wet and/or humid conditions, high noise levels, vibration, moving mechanical parts/hazards, heights, exposed places, dirt/dust, odors; and electrical, fire, traffic hazards and violent behavior and other environmental hazards are expected. Must work a 24-hour shift schedule and rotate as assigned.
