GENERAL SUMMARY: Under the direction of the Fire Chief, is responsible for the safe and efficient operations of the Fire Department. Position directly supervises the department’s Operations Division. DISTINGUISHING FEATURES OF THE CLASS:? Work involves a high level of management and oversight of the fire department including the responsibility of assisting the Fire Chief in the direction, and coordination of the operations and administration divisions. Work is performed with considerable independence in accordance with accepted fire practices and departmental regulations under the direction of the Fire Chief. Work is reviewed through reports and conferences and requires the frequent exercise of independent judgment in directing operations and making decisions affecting life and property. Supervision is exercised, directly and through subordinates, over all personnel in the Fire department.

- Oversees the Division Chiefs (3 direct reports) and Operations Division (100 indirect reports) of the department.
- Ensures that City and department rules, regulations, policies, procedures, and bargaining unit contract are applied and enforced.
- Manages, directs and organizes assigned personnel including performance management, schedules, time off and personnel management. Performs ongoing employee evaluations, both written and verbal.
- Provides oversight and support at emergency incidents and should be prepared to take command as the senior ranking officer at any emergency incident.
- May be designated as the department Public Information Officer (PIO) and responds to inquiries and requests for information from the public in line with the chain of command.
- Collaborates with other City departments, committees, and outside organizations, as assigned.
- May participate in new hire interviews.
- Collaborates with all chief officers to work on various department strategic initiatives, projects, and assignments.
- Performs data analysis to ensure operational effectiveness, transparency, and regular program appraisal.
- Assists in the development, implementation and enforcement of City and department policy.
- Maintains oversight and coordination of the department’s accreditation process.
- Maintains oversight and coordination of the fire prevention bureau.
- Assists with career development and succession planning of all personnel.
- Participates in the annual budget/CIP process and coordinates budget allocations throughout the department.
- Assists in the preparation, administration, and monitoring of the department and/or program budgets.
- Approves and budgets for all department building and ground maintenance programs, repair projects, construction projects and new vehicle purchases.
- Serves as liaison to the Civil Service Commission.
- Serves as the liaison to Fleet Services, the Facilities Management city representative, The Housing Department, the Water Department, the Public Information Office, the Public Safety Answering Point manager, and Information Technology fire department representative.
- Acts as Fire Chief, as needed.
- Performs all other related duties, as assigned.
- Firefighting and Emergency Medical Industry: Knowledge of the principles, rules, regulations, and tactical procedures relating to modern firefighting and emergency medical practices.
- Collective Bargaining Agreement Comprehension and Implementation: Knowledge of the current collective bargaining agreement, its interpretation and execution.
- Regulatory Compliance Fire, EMS, Personnel: Knowledge of Federal, State, County and local codes and laws pertaining to fire service, fire prevention, emergency medical services and personnel management.
- City Policy Administration: Knowledge of department and City policies.
- Local Geography: Knowledge of local geography and location of major fire hazards.
- National Incident Management System (NIMS): Knowledge of the National Incident Management System (NIMS), the new National Emergency Response Information System (NERIS),and the Incident Command System (ICS), this includes Incident Action Planning and development (IAP).
- Organizational Effectiveness: Knowledge of organizational behavior and performance management.
- Progressive Discipline and Civil Service Law: Knowledge of progressive discipline and all aspects of the discipline process including Civil Service rules/laws, Weingarten and Garrity Rights.
- City and Department Budget Management: Knowledge of City and department budget processes. Ability to review and coordinate budget submissions from all divisions, teams, and programs.
- Emotional Intelligence: Ability to recognize, understand, manage, and effectively express one's own emotions, as well as to perceive, interpret, and respond empathetically to the emotions of others.
- Incident Management: Strong incident management skills.

- Policy Development and Revision: Ability to draft and approve new policy and policy updates.
- Supervisory Skill: Ability to supervise and evaluate personnel and to formulate plans, procedures, and policies.

- Dependability: Ability to have reliable attendance, punctuality, availability, and to meet deadlines and complete tasks accurately.
- Operates office equipment including computers, telephones and radios.
- Remains in a stationary position for an hour or more.
- Travels by operating motorized vehicle to various locations.
- May need to occasionally transport objects weighing at least 150 pounds.
- Ability to climb, crawl, drag and lift.
- Associates degree in Public Administration or related field and five to seven years supervisory experience in related field. Current rank of Assistant Chief or Division Chief or equivalent, or a commensurate combination of experience and education.
- Pursuit of additional advanced education and training in the area of fire service management, such as those offered in the National Fire Academy.
- Iowa Emergency Medical Technician certification or equivalent.
- Bachelor’s degree or Master’s degree in Public Administration or related field.
- Chief Fire Officer (CFO) designation is expected within 6 months of promotion.
- Valid Iowa Driver’s License Required.
RESIDENCY REQUIREMENT: Employee shall establish their principal place of residence within fifty (50) miles of their place of employment as soon as practical after appointment, but within two years of their date of employment or appointment.
