The Fire Equipment Operator will control and extinguish municipal fires, protect life and property, conduct rescue efforts; operate heavy duty firefighting apparatus, and perform related work as required.

 

DISTINGUISHING FEATURES OF THE CLASS: The employee in this classification is responsible for driving and operating fire apparatus, vehicles and equipment owned by the fire department.  Work is performed in accordance with instructions and well-defined operating procedures. Supervision is received from the Company Officer.

  • Operate firefighting equipment; vehicles and associated equipment; and heavy-duty firefighting apparatus.
  • Ensure the proper working order of firefighting equipment, vehicles, and maintain inventories and maintenance reports of apparatus. 
  • Rescue people from hazardous situations.
  • Administer first aid.
  • Relay information about incidents or emergencies to personnel using phones or two-way radios.
  • Assess characteristics of fires.
  • Locate fires or fire danger areas.
  • Respond to emergencies to provide assistance.
  • Protect property from fire or water damage.
  • Examine debris to obtain information about causes of fires.
  • Prepare hoses or water supplies to fight fires; investigation or incident reports.
  • Collaborate with law enforcement or security agencies to respond to incidents.
  • Participate in physical training to maintain fitness; fire suppression and prevention activities; fire drills.
  • Educate the public about fire safety or prevention.
  • Maintain firefighting tools or equipment, vehicles and associated equipment.
  • Inspect facilities to ensure compliance with fire regulations; equipment to ensure safety and proper functioning.
  • Attend training to learn new skills or update knowledge.
  • Block physical access to restricted areas.
  • Performs station maintenance activities.
  • Assist with EMS incidents according to certification.
  • Perform other related duties as assigned.

 

KNOWLEDGE, SKILLS AND ABILITIES: 

  • Public Safety and Security - Knowledge of relevant equipment, policies, procedures, and strategies to promote effective local, state, or national security operations for the protection of people, data, property, and institutions.
  • Customer and Personal Service - Knowledge of principles and processes for providing customer and personal services which includes customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction.
  • Education and Training - Knowledge of principles and methods for curriculum and training design, teaching and instruction for individuals and groups, and the measurement of training effects.
  • Building and Construction - Knowledge of materials, methods, and the tools involved in the construction or repair of houses, buildings, or other structures such as highways and roads.
  • Medicine - Knowledge of the information and techniques needed to diagnose and treat human injuries, diseases, and deformities which includes symptoms, treatment alternatives, drug properties and interactions, and preventive health-care measures.
  • Mechanical - Knowledge of machines and tools, including their designs, uses, repair, and maintenance.
  • Communications - Knowledge of transmission, broadcasting, switching, control, and operation of communications systems.
  • Administration and Management - Knowledge of management principles involved in strategic planning, resource allocation, human resources modeling, leadership technique, and coordination of people and resources.
  • Law and Government - Knowledge of laws, legal codes, court procedures, precedents, government regulations, executive orders, and agency rules.
  • Hazardous Material Operations - Knowledge of the chemical composition, structure, and properties of substances and of the chemical processes and transformations that they undergo which includes uses of hazardous materials and their interactions, danger signs, production techniques, and disposal methods.
  • Active Listening - Listening to others, not interrupting, and asking good questions.
  • Critical Thinking - Thinking about the pros and cons of different ways to solve a problem.
  • Operation and Control - Using equipment or systems.
  • Service Orientation - Looking for ways to help people.

MINIMUM QUALIFICATIONS:

  • 4 years of experience as a firefighter with the Dubuque Fire Department.
  • Possession of, or ability to obtain and maintain, a valid state issued drivers license by the time of appointment. 
  • ICS 100, ICS 200, ICS 700, ICS 800
  • Firefighter I, Firefighter II
  • Ability to obtain Driver/Operator-Pumper, Driver/Operator-Aerial within twelve (12) months of promotion. 

RESIDENCY REQUIREMENT: Employee shall establish their principal place of residence either within the city limits or within fifty (50) miles of the corporate city limits of the city of Dubuque by the most direct street, road or highway as soon as practicable after appointment, but within two years of appointment.

TRAINING REQUIREMENT: 

  • Employee shall complete all mandatory driving training as prescribed by the training division and/or human resource department. 

WORKING CONDITIONS AND HAZARDS: Duties are performed in an outdoor or indoor work environment involving all types of weather which the employee is subject to significant risk of personal injury or exposure to fire and its byproducts, as well as toxic and/or lethal chemical or biological hazards. Duties include long periods of walking or standing, intermittent periods of sitting, and exposure to sleep interruptions. Ability to lift, carry, push, pull greater than 50 pounds frequently, and greater than 100 pounds intermittently; frequent balancing, stooping, kneeling, crouching, crawling, reaching, handling, dexterity. Intermittent climbing and working at heights greater than 50 feet above ground; exposure to weather extremes of heat and/or cold, wet and/or humid conditions, high noise levels, vibration, moving mechanical parts/hazards, heights, exposed places, dirt/dust, odors; and electrical, fire, traffic hazards and violent behavior and other environmental hazards are expected. Must work a 24-hour shift schedule and rotate as assigned.
