Under the general direction of the Shift Assistant Chief or Company Captain, supervise, provide leadership, manage and oversee a Fire Suppression or Medic company who control and extinguish fires, protect life and property, and conduct rescue efforts. The Fire Lieutenant will promote collaboration and coordination among all units within the Fire Department, other City entities, outside agencies and the public.

  • Request emergency personnel.
  • Direct firefighting or prevention activities; employee training programs; and criminal investigations.
  • Administer first aid.
  • Rescue people from hazardous situations.
  • Assess characteristics of fires.
  • Train employees in proper work procedures.
  • Evaluate employee performance.
  • Write operational reports.
  • Attend training to learn new skills or update knowledge.
  • Maintain firefighting tools or equipment; operational records; awareness of related fire hazards; and public relations.
  • Inspect equipment; and facilities to ensure compliance with fire regulations.
  • Develop fire safety or prevention programs or plans.
  • Determine operational procedures.
  • Recommend improvements to increase safety or reduce risks.
  • Identify actions needed to bring properties or facilities into compliance with regulations.
  • Issue warnings or citations.
  • Testify at legal or legislative proceedings.
  • Inform others about laws or regulations.
  • Document legal or regulatory information.
  • Review documents or materials for compliance with policies or regulations.
  • Educate the public about fire safety or prevention.
  • Ensure fair and consistent treatment of employees, compliance with policies and procedures and support of mission, goals, and objectives.  
  • Respond to emergency incidents; and questions or concerns providing required follow-up.
  • Organize rescue operations and/or medical emergencies; medical technician duties; the release of hazardous materials; and efforts to protect life and property.
  • Participate in efforts to save and protect life and property; presentations on fire safety and prevention, CPR, fire extinguishers, smoke detectors, First Aid; and classroom, self-study, and field training programs.
  • Supervise firefighting/EMS operations, upkeep of all apparatus/equipment/tools, and maintenance of the station and grounds; and life-safety inspections, community relations activities, public education, and other emergency response related activities.
  • Investigate cause of fires, including determinations of whether arson has been involved. 
  • Coordinate fire prevention efforts. 
  • Conduct fire inspections for code enforcement purposes. 
  • Operate hand and/or specialized power equipment, and fire vehicles or apparatus.
  • Perform other related duties as assigned.

KNOWLEDGE, SKILLS AND ABILITIES:

  • Public Safety and Security - Knowledge of relevant equipment, policies, procedures, and strategies to promote effective local, state, or national security operations for the protection of people, data, property, and institutions.
  • Customer and Personal Service - Knowledge of principles and processes for providing customer and personal services which includes customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction.
  • Building and Construction - Knowledge of materials, methods, and the tools involved in the construction or repair of houses, buildings, or other structures such as highways and roads.
  • Administration and Management - Knowledge of business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership technique, production methods, and coordination of people and resources.
  • Mechanical - Knowledge of machines and tools, including their designs, uses, repair, and maintenance.
  • Education and Training - Knowledge of principles and methods for curriculum and training design, teaching and instruction for individuals and groups, and the measurement of training effects.
  • Law and Government - Knowledge of laws, legal codes, court procedures, precedents, government regulations, executive orders, agency rules, and the democratic political process.
  • Judgment and Decision Making - Thinking about the pros and cons of different options and picking the best one.
  • Service Orientation - Looking for ways to help people.

REQUIRED QUALIFICATIONS: 

  • Firefighter I & II,  Fire Instructor I certification.
  • ICS 100, ICS 200, ICS 700, ICS 800
  • 5 years’ work experience as a Firefighter and/or Fire Equipment Operator with the Dubuque Fire Department. 
  • Possession of, or ability to obtain and maintain, a valid state issued drivers license by time of appointment.
  • Ability to obtain Driver/Operator-Pumper, Driver/Operator-Aerial within twelve (12) months of promotion. 

PREFERRED QUALIFICATIONS: 

  • Fire Officer I, Fire Inspector I certifications

RESIDENCY REQUIREMENT: Employee shall establish their principal place of residence either within the city limits or within fifty (50) miles of the corporate city limits of the city of Dubuque by the most direct street, road or highway as soon as practicable after appointment, but within two years of appointment.

TRAINING REQUIREMENT: 

  • Employee shall complete all mandatory supervisor training as prescribed by the training division and/or human resource department 

WORKING CONDITIONS AND HAZARDS: Duties are performed in an outdoor or indoor work environment involving all types of weather which the employee is subject to significant risk of personal injury or exposure to fire and its byproducts, as well as toxic and/or lethal chemical or biological hazards. Duties include long periods of walking or standing, intermittent periods of sitting, and exposure to sleep interruptions. Ability to lift, carry, push, pull greater than 50 pounds frequently, and greater than 100 pounds intermittently; frequent balancing, stooping, kneeling, crouching, crawling, reaching, handling, dexterity. Intermittent climbing and working at heights greater than 50 feet above ground; exposure to weather extremes of heat and/or cold, wet and/or humid conditions, high noise levels, vibration, moving mechanical parts/hazards, heights, exposed places, dirt/dust, odors; and electrical, fire, traffic hazards and violent behavior and other environmental hazards are expected. Must work a 24-hour shift schedule and rotate as assigned.

FLSA STATUS: Non-Exempt      

This position falls under Iowa Civil Service Chapter 400 which requires each applicant to take and receive a passing score on an approved civil service exam in order to be considered for this promotional opportunity.
