   Information Technology Analyst I: $74,794 - $100,245 annually 
Information Technology Analyst II: $82,641 - $110,761 annually

The City of Elk Grove is searching for an IT Analyst I/II to join the City’s dynamic and collaborative Information Services Department. The ideal candidate for this job will be team oriented, flexible, and a highly performing multi-tasker. This position will work with our helpdesk staff to provide stellar tier two customer service to City staff and will work primarily with the City’s Police Department. The ideal candidate will be comfortable utilizing a helpdesk system to track issues, provide resolutions, and is an excellent communicator. Experience with imaging and deployments, network troubleshooting, server maintenance and updates, manage and administer Office 365 and Active Directory, working with IT vendors, and IT project management

This position will require a comprehensive background check. The Department will be creating an eligibility list which will be used to fill a vacancy at either the Information Technology Analyst I or II level. Placement, both at level I or II and withing the salary range, will be made dependent upon the qualifications of the candidate.

DEFINITION


Under general supervision (Information Technology Analyst I) or direction (Information Technology Analyst II), performs a diverse range of analytical duties in the design, evaluation, development, testing, implementation, troubleshooting, and maintenance for a variety of information technology systems and programs; troubleshoots, analyzes, and resolves issues with operating systems, database systems, and network systems including servers, routers, switches, and hubs; oversees and maintains assigned applications; provides technical support and training to end users; and performs related duties as assigned.


SUPERVISION RECEIVED AND EXERCISED


Receives general supervision (Information Technology Analyst I) or direction (Information Technology Analyst II) from assigned management or supervisor personnel. Exercises no direct supervision over staff.


CLASS CHARACTERISTICS


Entry class title:  This is the entry level classification in the Information Technology Analyst series. Initially under close supervision, incumbents learn and perform routine information technology systems, network and infrastructure, hardware and software, and telecommunication systems and equipment support and maintenance. As experience is gained, assignments become more varied, complex, and difficult. Close supervision and frequent review of work lessen as an incumbent demonstrates skill to perform the work independently. Positions at this level usually perform most of the duties required of positions at the II-level but are not expected to function at the same skill level and usually exercise less independent discretion and judgment in matters related to work procedures and methods. Work is usually supervised while in progress and fits an established structure or pattern. Exceptions or changes in procedures are explained in detail as they arise.


Journey class title: This is the journey level classification in the Information Technology Analyst series. Positions at this level are distinguished from the I-level by the performance of the full range of duties as assigned, working independently, and exercising judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. This class is distinguished from the Information Technology Manager in that the latter is responsible for the overall management of a division in the Information Services department including personnel administration, allocation of resources, and budget administration.

Some duties, knowledge, skills, and abilities may be performed/exercised in a learning capacity for entry-level (I-level) positions.


  • Provides professional level support in the analysis, design, evaluation, development, testing, implementation, troubleshooting, and maintenance for a variety of systems and programs including complex operating systems, database systems, and network systems.

  • Performs network system administration functions; evaluates and tests system and network upgrades; maintains user accounts and passwords; installs, upgrades, and maintains software on servers; upgrades server hardware; enables network connection; monitors storage utilization; maintains file servers; performs daily back-up.

  • Investigates, analyzes, and resolves network related problems; resolves compatibility problems; troubleshoots network failures, router problems and telecommunications problems; recommends and implements changes and improvements.

  • Monitors network security and performance; builds, administers, and maintainsfirewall applications; identifies unauthorized access and potential security; recommends and implements changes and improvements.

  • Configures and maintains telecommunications and audiovisual systems; troubleshoots equipment problems to ensure functional operation; performs repairs as necessary.

  • Manages and maintains assigned applications; provides support in the analysis, development, testing, implementation, and maintenance of applications; installs and upgrades applications as necessary; provides user support on applications as necessary; resolves complex application problems.

  • Administers and maintains e-mail systems; monitors email traffic and server; troubleshoots and resolves mail hardware and software problems; implements and maintains e-mail solutions.

  • Creates software installation packages and prepares them for deployment to all users; creates custom scripts to provide enhancement to user applications and/or to gather information from workstations.

  • Provides information system user support; responds to questions and inquiries on various hardware and software issues; investigates user problems; identifies source of problem; determinespossible solutions and implements and tests solutions.

  • Participates in product evaluations, performs research, and provides recommendations for the purchase of new hardware and software; ensures all equipment meets current industry standards and best practices related to installation and deployment.

  • Identifies training issues and coordinates training sessions for client users on assigned systems or applications; develops training schedule; designs training manuals; conducts training sessions.

  • Conducts research and stays current on new trends and innovative solutions for software solutions to business processes; recommends new technologies which would improve the City’s operational effectiveness.

  • Performs related duties as assigned.

QUALIFICATIONS


Knowledge of:


  • Operations, services, and activities of information systems programs.

  • Principles and practices of computer science and information systems.

  • Principles, practices, methods, and techniques used in the installation, troubleshooting, and maintenance of systems, networks, and applications.

  • Operational characteristics of a variety of computer and network systems, applications, hardware, software, and peripheral equipment.

  • Telecommunications, audiovisual, and communications infrastructure.

  • Operations, services, and activities of local and wide area network systems.

  • Methods and techniques of installing and maintaining network devices including switches, routers, and hubs.

  • IT security principles, including access controls, authentication methods, data encryption, and best practices to safeguard sensitive information.

  • Techniques for effectively representing the City in contacts with governmental agencies, community groups, and various business, professional, educational, regulatory, and legislative organizations.

Ability to:


  • Provide support in the implementation and maintenance of information systems, networks, applications, and programs.

  • Design, configure, install, troubleshoot, and test local and wide area network servers, hardware, software, routers, and associated components.

  • Monitor, maintain, and administer a variety of operation systems.

  • Oversee and provide support in the implementation and maintenance of various applications.

  • Troubleshoot, diagnose, analyze, and resolvehardwaresoftware, and applicationsissues.

  • Work collaboratively with City staff to identify and implement technology solutions for business process improvements and efficiencies. 

  • Adapt to changing priorities and the willingness to learn new technologies and methodologies.

  • Instruct and train City staff in information system operations.

  • Effectively use computer systems, software applications relevant to work performed, and modern business equipment to perform a variety of work tasks.

  • Communicate clearly and concisely, both orally and in writing, using appropriate English grammar and syntax.

  • Use tact, initiative, prudence, and independent judgment within general policy and procedural guidelines.

  • Engage with a diverse public and workforce, facilitating inclusive service delivery, and implementing equitable city policies. 

  • Establish, maintain, and foster positive and effective working relationships with those contacted in the course of work. 


Education and Experience:


  • Information Technology Analyst I/II: An associate degree from an accredited college or university with major course work in computer science, information technology, or a related field.


  • Information Technology Analyst I:Two (2years of increasingly responsible computer systems experience including PC/server hardware and software installation, troubleshooting and support.


  • Information Technology Analyst II:Two (2) years of increasingly responsible, professional-level computer systems experience at a level equivalent to theCity’s Information Technology Analyst I classification.  


Licenses and Certifications:


  • Possession of, or ability to obtain by the time of appointment, an appropriate, valid California driver’s license. This requirement may be waived for individuals who are unable to obtain a driver’s license due to a disability.  

PHYSICAL DEMANDS


Must possess mobility to sit, stand, and walk on level, uneven, or slippery surfaces; to reach, twist, turn, kneel, bend, stoop, squat, crouch, and grasp; to operate a motor vehicle and visit various City sitesvision to read printed materials and a computer screen; and hearing and speech to communicate in person, before groups, and over the telephone or radio. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate abovementioned tools and equipment. Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 25 pounds. ENVIRONMENTAL CONDITIONS


Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. WORKING CONDITIONS


Employees may be required to work extended hours including evenings, weekends, and holidays.
