Position Summary

The Workforce Development Manager is responsible for helping to oversee the City of Everett’s summer and year-round job training programs, workforce development initiatives, and related programming. This role includes managing program operations, developing partnerships to expand career opportunities for youth and young professionals, and securing funding through effective grant management and writing. The ideal candidate holds a bachelor’s degree, has experience in workforce development or related field and is passionate about helping young people build successful career paths through skill development, mentorship, and professional opportunities.

Essential Duties and Responsibilities

Program Oversight and Development :

  • Plan, implement, and evaluate summer and year-round job training programs for youth and young professionals.
  • Develop workforce development programming tailored to the needs of participants, focusing on career readiness, professional skills, and industry exposure.

Partnership Building :

  • Establish and maintain relationships with local businesses, educational institutions, and community organizations to create employment and training opportunities.
  • Act as a liaison between the city and external stakeholders to promote workforce development initiatives.
  • Grant Management and Writing :

  • Identify and apply for grants to support workforce development programs.
  • Manage grant compliance, reporting, and budget oversight to ensure effective use of funds.
  • Participant Engagement :

  • Recruit and mentor youth and young professionals, providing guidance on career exploration and professional growth.
  • Coordinate job placement efforts, ensuring participants gain meaningful work experience.
  • Program Administration :

  • Develop and manage program schedules, participant records, and performance metrics.
  • Prepare reports and presentations on program impact and outcomes for city leadership and funding agencies.
  • Staff Supervision :

  • Recruit, train, and oversee staff and interns supporting workforce development programs.
  • Provide professional development opportunities for staff to enhance program delivery.
  • Qualifications

    Education and Experience :

  • High School Diploma Required. Bachelor’s degree preferred. Experience in Youth Workforce Development, Education, Business Administration, or a related field in lieu of higher education considered.
  • Minimum of three years of experience in workforce development, youth programming, career services or managerial experience in something similar.
  • Preferred Experience :

  • Background in grant writing and management.
  • Experience working with youth and young professionals in career readiness or training programs.
  • Knowledge of labor market trends and employer needs.
  • Skills and Competencies :

  • Strong organizational and leadership skills.
  • Exceptional communication and interpersonal abilities to engage participants and partners.
  • Proficiency in Microsoft Office and workforce management software.
  • Ability to manage multiple projects and deadlines effectively.
  • Work Environment :

  • Combination of office work and on-site supervision at training sessions, job sites, and community events.
  • Evening and weekend availability may be required to support programming and events.
  • Physical Demands & Working Environment :

    While performing the duties of this job, the employee is regularly required to talk or hear. In addition, the employee frequently is required to stand, walk; use hands to finger, handle or feel; and reach with hands and arms. This job’s specific vision abilities include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus. In addition, this position requires the ability to occasionally lift office products and supplies, up to 20 pounds.
