Basic Function
Under the direction of the Parks and Facilities Manager, plan, organize and supervise facilities, and open space maintenance operations; assist in the formulation and implementation of long-range plans as well as the monitoring and enforcement of contracts.
Essential Duties and Responsibilities
Schedule, prioritize and assign duties to facilities maintenance and custodial personnel at all city facilities and inspect completed work; assist in the planning, scheduling and implementation of long-range projects.
Interview, select, train, supervise, motivates and evaluate assigned facilities maintenance personnel, including seasonal and volunteer workers; discipline and terminate employees as appropriate in accordance with union contract and City policies and procedures.
Train personnel with emphasis on job skills development and safety, including the safe application of chemicals; resolve employee complaints and issues.
Oversee contractors performing work on City facilities.
Compile, prepare, and maintain records that keep the city facilities in compliance with Clean Building Performance Standards and state laws
Identify and monitor Clean Building Performance deficiencies within facilities and correct through contracting and / or in-house staffing
Maintain records and coordinate with staff, contractors, and public regarding urban forestry concerns in parks, facilities, and open spaces
Prioritize and schedule work projects to avoid conflict with scheduled city meetings and events; coordinate projects, personnel and equipment with other personnel.
Research and assemble information on equipment and supplies; develop bid specifications and analyze bids for equipment and services; evaluate, test, select and purchase supplies, equipment and machinery as needed; review and approve receipts for merchandise purchased; prepare, monitor and control assigned budgets.
Coordinate the proper distribution of equipment and supplies to personnel to assure adequate materials to accomplish assigned work projects.
Respond to complaints, questions and issues raised by City staff, citizens, contractors and others regarding personnel, safety, maintenance or other parks-related issues; coordinate efforts with City police, departments, schools and sports associations.
Maintain records of chemicals and hazardous materials used and safety data sheets for all chemicals in inventory; submit reports to the County and State agencies on pesticide usage.
Inspect City facilities and open spaces for safety issues, vandalism and needed maintenance.
Inspect buildings and facilities for structural repairs and safety issues; determine need for plumbing, carpentry and painting improvements and repair.
Maintain records and prepare reports of work accomplished, materials purchased and used, cost estimates and priorities of facilities projects; complete and maintain time records of staff.
Develop and implement a preventive maintenance program for equipment; control inventory and distribution of equipment, materials, tools and chemicals; maintain related records.
Coordinate the maintenance and repair of a variety of machinery and equipment including fleet vehicles and a variety of power and hand tools.
Interpret and explain policies and regulations; remain current regarding applicable laws, codes, rules and procedures.
Maintain records related to work performed including inventories, preventive maintenance, requisitions, inspections, personnel records, training and work orders.
Maintain regular, reliable and punctual attendance.
Education and Experience
Any combination of education and experience equivalent to graduation from high school and five (5) years of increasingly responsible experience maintaining buildings and facilities including at least two (2) years in a supervisory capacity. Vocational training, Associate or Bachelor's Degree in Building Management, Building Construction, Business, Public Administration, or related field desired.
Licenses and Other Requirements :
- Successful completion of employment reference and background check.

Work is performed in both office and field environments and requires travel to a variety of locations to perform work. Employee may be exposed to noise from basic office equipment operation, and to potentially hazardous materials and equipment, fumes or vapors. Walking over rough terrain and some climbing may be required. Perform medium work, exerting up to 50 pounds of force occasionally, and / or up to 10 pounds of force constantly to move objects.
