Code Enforcement Officer
MAJOR FUNCTION:
This position is full-time, which may include evenings and weekends, when necessary. Under general supervision, ensures compliance with the City of Fellsmere Code of Ordinances, Land Development Code, Florida Building Code and International Property Maintenance Code, including, but not limited to, violations related to land use, zoning, land development, signs, rights-of-way, parking, building, and property maintenance though field inspections, courtesy warnings, and notices of violation. Attends Special Master hearing to present cases.
ILLUSTRATIVE DUTIES:
The following duties are intended only as illustrations of the various types of work performed. The omission of specific duties does not exclude them from the position if the work is similar, related, or a logical assignment to the position.
- Initiate, investigate and follow-up on complaints
- Inspect buildings and/or property for compliance with the Florida Building Code and the International Property Maintenance Code
- Inspect development sites for compliance with approved site plans
- Determine and recommend resolution of the issues involved
- Investigate, prepare and present cases to the special master
- Research legal descriptions and deeds of properties
- Submit violations and notices to property owners
- Coordinate with the Building and Fire Officials to understand nature of violations when applicable
- Meet with property owners and residents and explain code compliance requirements
- Perform re-inspections before and after special master hearings to ascertain compliance
- Maintain accurate and detailed records of code enforcement activity and prepare monthly reports
MIMIMUM QUALIFICATIONS:
- Knowledge of applicable Florida Building Code and International Property Maintenance Code or ability to become knowledgeable within six months of appointment
- Knowledge of applicable Land Development Code regulations or ability to become knowledgeable within six months of appointment
- Knowledge of standard office practices and procedures including the proper use of computers and standard office equipment including proficiency in Microsoft Word and Excel or ability to become proficient within six months of appointment
- Ability to read and interpret development plans, site plans, and plan specifications or ability to read and interpret such plans within six months of appointment
- Ability to identify deviations from approved plans and City regulations through site inspection
- Ability to enforce the City Code firmly, tactfully and impartially
- Ability to keep detailed case records and reports in connection with Code Enforcement activities
- Ability to establish and maintain effective working relationships with supervisors, co-workers, and the general public.
- Ability to communicate effectively, both orally and in writing, and present code violation cases to the Special Master
- Must possess a valid Florida Driver’s License.
TRAINING AND EXPERIENCE:
- Graduation from an accredited High School or equivalent
- Level 1 certification through Florida Association of Code Enforcement or ability to complete certification within six (6) months of appointment
- Completion of Level II certification twelve (12) months after completion of Level I
- Must be able to work evenings and weekends, when necessary
- Work is performed outside at times with exposure to various weather conditions and potential physical harm
