Plans and supervises the Assessment Technicians and Assessment Systems Specialists engaged in preparing assessment and tax rolls, performing the abstract work related to real property, maintaining payroll and budget records, and individually
performs the more difficult and responsible technical work; assists the City Assessor in general operating procedures; performs related work as required.
NECESSARY SPECIAL REQUIREMENT(S):

- Plans and supervises the work of all clerical employees engaged in preparing assessment and tax rolls, maintaining real and personal property records, payroll, and budget records.
- Plans and supervises the work of technical employees engaged in the abstract function of real property.
- Responsible for maintenance of ownership of real property records.
- Responsible for the organization, coordination, and processing of March, July, and December Boards of Review, as well as assisting with the Special Assessment Board.
- Responsible for the processing and maintenance of all abstract documents and related records; assists in the maintenance of the GIS Mapping Program.
- Develops and review work schedules and determines sufficient office coverage to meet day-to-day customer service needs.
- Responsible for the processing of Principal Residence Exemption Affidavits, Principal Residence Rescissions, Principal Residence Denials, Property Transfer Affidavits, Deeds, FOIA requests and other related documents pertinent to the assessment and tax rolls.
- Responsible for making any value adjustments to the assessment roll, including prior years, and verification the assessment roll corresponds with the County Equalization.
- Confers and assists with the State Tax Commission, the Michigan Department of Treasury, tax representatives of corporations and business firms, and with property owners relative to property assessments.
- Responsible for all accounting as it pertains to payments received through the Assessment Division.
- Associate’s degree or sixty (60) college credits from an accredited college or university. In lieu of an associate degree, two (2) years experience in a supervisory capacity may be substituted. However, supervisory duties must be directly related to the overall duties and responsibilities of this position OR related course work specific to property valuation and,
- Michigan Certified Assessment Officers (MCAO)
- Two (2) years of full-time, paid clerical experience working in a governmental unit.
NECESSARY SPECIAL REQUIREMENT(S):
- Possession of a valid State of Michigan Driver's License at time of appointment.
- Thorough knowledge of the interpreting and translating of legal conveyance documents for abstracting and property description functions.
- Knowledge of statutory laws, rules, and regulations governing the assessment of real and personal property, as set forth in the Michigan Constitution, the Michigan General Property Tax Act, Michigan State Tax Commission Rules, Michigan Tax Tribunal Rules, and pertinent court decisions.
- Ability to plan and supervise the work of others.
- Ability to make decisions independently in accordance with departmental rules, regulations, policies and procedures, and the initiative and resourcefulness in handling workplace problems.
- Ability to establish and maintain effective working relationships with taxpayers, other governmental agencies, other departments, subordinates, and the general public.
