DEFINITION :
Under general direction will provides a variety of technical support, system implementation, maintenance, implement, support, administer, manage, analyze and troubleshoot business applications and related services in the support of the Information Technology and telephone systems, monitors system performance to ensure performance and reliability standards are met, responds to complex user support problems, performs the technical and complex tasks relative to information technology services and programs, performs related duties, as assigned.
SUPERVISION RECEIVED AND EXERCISED :
This incumbent works under the general supervision the Information Technology Manager and will exercise supervision over Information Technology staff and projects.
Job Overview
ESSENTIAL DUTIES AND RESPONSIBILITIES :
- Design, develop, guide, and manage the implementation of infrastructure asset management programs, including developing concepts, procedures, guidelines, analytical methods, business methods, decision-making systems, and data collection methods.
- Define and document business and technical requirements for business systems and components.
- Develop detailed specification documentation for complex system modifications and interfaces, coordinate developments with multiple vendors or other outside vendors until issues are resolved.
- Coordinate the development of documentation and implementation of training and procedures for new systems and programs, coordinate with vendors, internal technical staff, management, and system users.
- Provides customer support of systems, hardware, software, and technology processes, workflows and procedures, develops and implements user training and instruction, serves as a liaison with vendors in resolving issues and maintaining systems.
- Develops and provides reports and queries, databases, map exhibits, web content, system specifications, system process and procedural documentation, timelines, usage reports and / or other related documentation, acts as a liaison with end-users to support data needs and reporting.
- Researches and evaluates solutions, recommends, plans, and / or coordinates the purchase and implementation of equipment, systems and other technology solutions and products.
- Coordinates with vendors to provide additional technology solutions, oversees the work of outside contractors or vendors, ensuring quality of work and delivery of services.
- Responds to user requests, researches and analyzes processes, applications, system capabilities and limitations, defines user needs and requirements, makes recommendations, and develops and / or plans, implements and coordinates the implementation of IT solutions, leads and manages projects, as assigned, resolves the most complex customer service issues.
- Provide assistance with the development, preparation and evaluation of Requests for Proposal and contracts associated with computerized system acquisitions, gather all vendor and technical information and needs requirements, coordinate the review and approval of requests for proposals, assist with the evaluation of proposals and selection of vendor, assist with the preparation and approval of contracts, monitor contract compliance and maintenance agreements as assigned.
- Provide project management for modifications, interface programs, new systems, information systems, databases and annual updates, develop project plans, timelines, and test scripts, prepare test data and lead and conduct testing, evaluate and approve for implementation into a production environment.
- Conducts security impact analyses and reports on system security status, monitors and assesses security controls.
- Performs risk assessments and recommends information technology solutions.
- Installs, troubleshoots, tests and supports applications, provides technical support for application design and development projects.
- Analyzes, identifies, and resolves malfunctions in systems and applications.
- Analyzes, troubleshoots, and remediates systems and application errors.
