JOB DESCRIPTIONS:
DEPARTMENT: INFORMATION TECHNOLOGY (IT) JOB TITLE: OPERATIONS MANAGER
The Operations Manager for the IT Department oversees daily IT operations to ensure secure, efficient, and reliable systems and services that align with organizational goals. This role includes managing technical teams, implementing IT strategies, and coordinating projects, while also directing accounts payable operations to ensure timely invoice payments, accurate accounting, and proper monitoring of appropriations in RDS. Additionally, the Operations Manager is responsible for overseeing the management and licensing of computer and mobile device software applications, ensuring compliance, efficiency, and cost-effectiveness across the organization.
Primary responsibilities:
· Overseeing the daily operations of the IT department and ensuring that systems and networks are running smoothly.
· Managing technology vendors and service providers to ensure that the organization's technology needs are met.
· Managing the IT budget and ensuring that expenses are in line with the organization's financial goals
· Maintain and support the computer desktop environment, including resolving problems, installing hardware/software, and monitoring the internal IT Helpdesk.
· Track and process Service Desk tickets based on priority.
· Document internal procedures and assist with onboarding new users/employees.
· Manage accounts payable tasks, including disbursements and customer/vendor relations
· Protect organizational value by maintaining confidentiality of information.
· Support IT operations, accounting, and organizational goals by completing related tasks
· Respond to vendor and staff financial concerns and questions promptly.
· Ensure timely and accurate payment of invoices and resolving purchase order, contract, invoice, or payment discrepancies
SUPERVISION RECEIVED:
Responsive to the Chief Technology Officer
KNOWLEDGE/SKILLS:
· Bachelor’s degree from an accredited college or university with a major in Information
· Technology, Computer Science or a related field
· Thorough knowledge of the theory, programming, operation, and capabilities of Information Systems.
· Good knowledge of statistical methods and procedures.
· Strong understanding of general office management methods and office equipment.
· Ability to plan, organize, and project manage IT operations effectively.
· Strong ability to develop and maintain effective working relationships with City Cabinet members, Directors, Managers, Staff, Employees, Business Vendor Representatives, and the general public.
· Physical ability to lift up to 35 lbs. and install computer systems and associated peripherals.
RESPONSIBILITY/OVERSIGHT –FINANCIAL & SUPERVISORY: Functions as a lead worker, responsible for training, instruction, setting the work pace, and possibly evaluating performance. No budget responsibility.
COMMUNICATIONS/INTERPERSONAL CONTACTS: Interpret and/or discuss information with others, which involves terminology or concepts not familiar to many people; regularly provide advice and recommend actions involving rather complex issues. May resolve problems within established practices. Provides occasional guidance, some of which is technical. WORKING CONDITIONS/PHYSICAL EFFORT: Responsibilities sometimes require working evenings and weekends, sometimes with little advanced notice. No regular travel other than Citywide is required.
