What are the responsibilities and job description for the General Ledger Accountant position at City of Gastonia?
Performs difficult skilled technical work in the independent analysis of financial transactions and operational procedures; does related work as required. Work is performed under the general direction of the Assistant Controller.

Performs monthly bank statement reconciliations for assigned accounts | 15% |
Reviews, journalizes, and posts all recurring monthly departmentally uploaded transactions, journalizes certain monthly transactions, and performs month-end closings | 15% |
Maintains and manages all aspects of the City's general ledger including the setup of needed funds, cost centers, balance sheet accounts, revenues accounts, and expenditure accounts, including the maintenance of the chart of accounts | 10% |
Analyzes balance sheet accounts for agreement to related detailed sub-ledgers or supporting documentation, as requested by the Assistant Controller or Controller | 10% |
Generates monthly, quarterly, and year-end financial reports to City departments and management as requested and provides routine and non-routine reporting at the direction of the Assistant Controller, Controller, or the Director of Financial Services | 10% |
Summarizes financial data for the preparation of various state and Federal monthly and annual financial reports | 10% |
Assists the City’s financial users with transaction input and processing issues, as well as general ledger activity inquiries | 5% |
Assesses current accounting processes, offering recommendations for improvement, and monitors and evaluates internal controls surrounding the accounting and reporting functions with suggestions for improvement, to reduce the risk of errors and fraud | 5% |
Prepares certain account analyses for the external audit and provides supporting documentation when requested | 5% |
- Comprehensive knowledge of accounting principles, methods and techniques
- Understanding of public administration principles and practices
- Comprehensive knowledge of financial analysis and research methods and techniques;
- Thorough knowledge of auditing standards and Governmental Accounting Standards Board (GASB) accounting reporting standards as well as financial record keeping and reporting
- Comprehensive knowledge of the use of personal computer and modern management techniques (Excel, Word, Windows)
- Ability to learn software systems for reporting and work closely with the City’s IT department in development and maintenance of reporting system
- Ability to foresee any problem areas and/or make recommendations for necessary changes to enhance the system and to implement changes due to new accounting reporting standards
- Ability to research accounting problems and report findings and the ability to communicate orally and in writing
- Possesses interpersonal, communication, organizational and analytical skills
- Ability to prepare clear and concise administrative and financial reports
- Ability to work independently in the absence of supervision
- Bachelor's Accounting, Master’s degree preferred
- Considerable experience in financial accounting and reporting
- Or an equivalent combination of education and experience
- Governmental accounting experience preferred.
SPECIAL REQUIREMENTS
- CPA license or obtaining a CPA license within 2 years of hire.
- Complete NIMS IS 700, 100, and 200 training within 12 months of hire.
