What are the responsibilities and job description for the Public Works Director position at CITY OF GEORGE WEST?
KNOWLEDGE, SKILLS AND ABILITIES:
- Ability to create and maintain positive public relations between citizens and the city.
- Knowledge in all aspects of the city services: water. wastewater, and gas department demonstrated by prior work experience or successful completion of educational programs acceptable to the City Council.
- Assumes management responsibilities for all Public Works services and activities, including, but not limited to scheduling preventative maintenance on equipment, vehicles and facilities.
- Directs employees in the Water, Wastewater, and gas department by providing instruction on assignments and activities, guiding employees to perform tasks satisfactorily and ensuring duties are completed in a timely manner.
- Ability to manage personnel effectively, organize the work, and effectively work with city departments, other local, state, and federal agencies, and the public.
- Ensures personnel are properly equipped and trained to safely perform assigned tasks.
- Oversees and participates in the installation, upgrading and repair of water distribution wastewater collection systems and gas lines.
- Ensures all regulator reports and deadlines are adhered to and department activities comply with TCEQ and RRC rules and regulations.
- Immediately notifies the City Manager of any known regulatory violations, inspections, notices, investigations or enforcement activities.
- Assists with the development, preparation, management and monitoring of the department’s annual budget.
- Monitors and maintains adequate inventory, keeps accurate records for proper internal controls and accountability of equipment and materials.
- Assists with all city functions and special events.
- Works on-call to handle emergency works as needed.
- Performs all duties in compliance with appropriate safety and security standards and policies.
- Ensures that his/her and all employees under his/her direction, comply with the City of George West Personnel and Policy Rules and Regulations.
- Performs other duties as required or necessary.
- To be advocate for the city with contractors.
MINIMUM REQUIREMENTS FOR POSITION:
No person shall be appointed as public works director unless he provides proof of attainment of the following qualifications:
(1) High school diploma or GED.
(2) Texas driver's license.
(3) A minimum of a Class C water license AND a Class C wastewater license.

PHYSICAL REQUIREMENTS:
Positions in this class typically require: climbing, balancing, stooping, kneeling, crouching, reaching, standing, walking, driving, pushing, pulling, lifting, grasping, talking, hearing, seeing, and repetitive motions. Incumbents may be required to work overtime, weekends and holidays; in all weather conditions; under hazardous conditions; on congested roadways, obstructed roads, high structures; around operating equipment; with chemicals; and with the physical ability and stamina to perform strenuous physical work. Work will be performed both indoors and outdoors. Incumbents may be subjected to moving mechanical parts, electrical currents, fumes, odors, dusts, gases, poor ventilation, body fluids, chemicals, inadequate lighting, work space restrictions and intense noises. Heavy work: Exerting up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently.
- WORK HOURS:
Monday – Friday, 8 a.m. to 5 p.m.; however, work days and hours may vary.
- Consideration may be given to work part-time.
- May work irregular hours to attend evening meetings, meet deadlines, and achieve objectives.
STARTING PAY & BENEFITS:
- Depends on qualifications with benefits; Employer paid Health, Dental, Vision, Life/ADD and half of dependent coverage, and with TMRS participation at 2/1 @ 5%. Vacation and Sick Leave accrual are provided in accordance with current Personnel Policies and FSLA.
