Job Summary
Under general direction and in compliance with standard operating procedures and policies, supports and coordinates downtown infrastructure projects to achieve outcomes for assigned projects and strategic initiatives. Monitors City infrastructure and general upkeep identifying areas in need of repair, maintenance, or special attention and serves as project manager to coordinate with various City departments/divisions and external stakeholders to bring about resolution. Manages City-wide wayfinding program, including scope, budget, and schedule. Assists in preparing bids and administering contracts. Collaborates in coordination with downtown property owners and businesses, identifies and develops new programs, marketing, and outreach efforts to support interest and growth in the downtown area and attractions. Oversees and participates in the implementation of City events to include holiday and seasonal events and activities. Manages special projects identified by the Parks, Recreation, & Tourism (PRT) Department Senior Leadership Team. Provides support to the Cultural Arts Manager with art related projects. Manages other projects as assigned.

Support and Coordinate Downtown Infrastructure Projects: Act as the point person for downtown Greenville on a range of issues while building and maintaining relationships with property owners, business owners, elected officials, and other City departments in regard to City property. Oversee and monitor the City’s downtown infrastructure and general upkeep by conducting regular inspections of the Central Business District (CBD) to ensure general maintenance is up-to-date. Facilitate project list with operating departments and monitor progress and completion. Visit project sites to evaluate progress and to respond to customers’ concerns or questions. Oversee downtown holiday decoration plans and execution. Manage projects related to downtown wayfinding such as “More to Enjoy” signage. Work closely and coordinate with downtown merchants, vendors and other City departments through program budget, design and installation process. Assist in preparing bids and administering contracts.

Act as Liaison to Downtown Stakeholders: Serve as the liaison between the City and downtown merchants and stakeholders within the CBD. Schedule and conduct organizational meetings to determine event and program goals and objectives. Work with downtown merchants and property owners with design and display of holiday lights and decorations; facilitate participation in holiday programs (i.e., holiday window decorating contest, Downtown Trick-or-Treat on Main Street and alike). Plan, organize, and implement special events, holiday programs and activities including on site set up, supervision, and breakdown. Develop event goals, objectives, and new ideas. Determine event location, setup, and schedule. Create site map and build-out spreadsheets for staff, crew, vendors, City departments, and local authorities to ensure the success of special events. Act as site coordinator by organizing/managing event staff and volunteers prior to and during events and programs. Identify and study event infrastructures in order to troubleshoot any issues that may arise. Set-up and breakdown special event equipment (i.e. tents, tables, chair signs, banners, and audiovisual equipment). Meet with downtown businesses to engage in partnerships, promote events and sell sponsorships. Proactively resolve all inquiries, complaints and requests for services and provide information regarding special events and projects to citizens, residents, business owners, developers, property owners, property managers, internal personnel, and City partners in an open and creative manner.

Manage Special Projects for Department Initiatives: Oversee special projects and initiatives identified by the PRT Senior Leadership Team. Participate in collaborative discussions with Department staff on capital project prioritization. Assist with planning, design, and/or construction projects that include constituent participation, consultant selection and management, and contractor management. Develop and oversee project budgets with appropriate departments. Inspect ongoing project work throughout project duration. Manage contract administration which includes selecting and hiring vendors, monitoring work progress, managing financial systems, and ensuring compliance with bid specifications and City/state/federal regulations.

Assist with Public Art Projects: Provide support to Cultural Arts Manager with art related projects. Coordinate with City departments and external contractors for temporary and permanent art installations. Assist with public art inventory and updating of the public art interactive map. Manage public art maintenance program, including working with contractors and maintenance contracts for all artwork on public property.

Qualifications
Job Requirements
- Bachelor’s degree in parks & recreation, marketing, communications, business or public administration or related field.
- Over four (4) years of progressively responsible experience in project management, event planning, marketing, community relations, or related field.
- CPR, First Aid, and AED certification/training within one (1) year of hire.
Preferred Qualifications
- Experience in municipal government.
Driver's License Requirements
- Valid South Carolina Class D Driver's License.

- Manage multiple projects and perform a wide variety of duties and responsibilities with accuracy and speed under the pressure of time-sensitive deadlines.
