The City of Hampton is seeking a highly skilled and detail-oriented Executive Project Manager to coordinate, review, and approve permits for major development projects. This role ensures compliance with all applicable codes, ordinances, and regulations while facilitating seamless communication between developers, design professionals, and city officials.
Minimum Requirements- Bachelor’s degree in Building Construction Technology, Engineering. Architecture, Construction Management, or a related field at the bachelor’s or master’s level.
- Requires a minimum or four (4) years direct equivalent work experience in the building construction field in one of the following areas: building official, plan review, new construction inspections, or closely related experience.
- Must successfully pass a background check prior to any offer of employment or promotion.
- Must possess a valid driver’s license and must have and maintain a satisfactory driver’s record based on the City of Hampton’s criteria.
- Possess certifications: residential/commercial plan review and building inspector certifications or must obtain within 1 year after employment.
- May require working beyond a standard 40-hour work week to include evenings and weekends.
- May require some travel.
- The incumbent may be considered “essential personnel” during City emergency situations or at the direction of the City Manager which may include long hours and unusual schedules.

What YOU will be doing
- Analyzes complex building plans to ensure compliance with all applicable architectural, structural, mechanical, electrical and plumbing codes to ensure full compliance with State and City policies, codes, ordinances and standards.
- Provides verbal and written information and official decisions to developers, design professionals and property owners in response to informal and formal development inquiries. Maintains an official log of all formal interpretations made by the Building Official.
- Reviews proposed and approved plans with the Building Official to ensure that code intent and provisions are satisfied and to facilitate familiarity with project schedules, construction plans and specifications, private obligations, and public commitments. Coordinates plan review and permit issuance with other City and State agencies.
- Works in conjunction with the Building Official, Zoning Administrator, Fire Marshall, and Public Works Director (and/or their designees) to ensure seamless coordination of all development review processes. Maintains effective lines of communication with other departments and agencies involved in the development review and permitting processes.
- Authorizes issuance of building permits and calculates proper assessment of permit fees based on established standards and guidelines.
- Responds to a variety of questions concerning City and State policy and procedures for contractor registration, licensing, permit application, construction and code compliance.
- Works collaboratively with the Community Development Department Director and Deputy Director and other Development Services Center personnel to review building codes in order to recommend code revisions and to ensure that all staff remains informed of new developments in construction materials or methods.
- Inputs information and data regarding plans review activities, development project attributes and building code compliance decisions into a database to enable orderly, consistent and accurate execution of land use and physical development permit issuance, inspections and enforcement activities.
- Meets with contractors, developers, design professionals and citizens to resolve building code concerns and interpret the codes.
