About this Opportunity.
The City of Hillsboro is recruiting for a Project Specialist to work at the Joint Water Commission Water Treatment Plant, located in Forest Grove, Oregon. The City of Hillsboro is a partner and the managing agency for the Joint Water Commission, which serves over 450,000 customers and is the largest conventional treatment plant in the state of Oregon at 85 MGD. The Project Specialist will assist with water treatment plant related projects, review water quality issues, gather data through conducting various studies and observations and reports findings; provides recommendations on compliance issues and project status; tests equipment and provides information on equipment requirements.
General Statement of Duties
Under the direction of assigned supervisor, the Water Treatment Plant Project Specialist performs technical, administrative, and research functions for projects or programs requiring specialized training and knowledge along with the ability to plan, coordinate, and assist with the implementation of such projects or programs related to the Water Treatment Plant and associated assets. Lead worker responsibilities may be exercised over assigned departmental personnel. Incumbents, as assigned, may be responsible for performing records research and management, maintaining databases, providing technical assistance, and training.
Primary Duties & Responsibilities Include:
- Utilize database software and asset management in the development of reports, forms, tables, dashboards, benchmarking, in addition to other documentation needs.
- Maintain, monitor, and troubleshoot equipment, tools and instruments. Performs inspections, quality checks and calibrations.
- Assist with implementation and management of chlorine system and associated PSM/RMP (regulatory and safety) documents.
- Trained in the JWC WTP Chlorine Training Program to assist in Cl2 tank changes
- Assist with and performs JWC WTP maintenance activities
- Identify opportunities for improvement in processes and equipment and makes recommendations and/or repairs.
- Develop and maintain standard operating procedures and lock out tag out procedures.
- Participates in in the JWC outreach program providing tours, attending career fairs, creating presentations and overseeing JWC social media sites.
- Coordinates programs and may serve as project liaison with internal and external stakeholders in support of programs.
Upcoming Projects
- Address internal data requests and fulfill reporting requirements.
- Computer Maintenance Management System (CMMS) revitalization.
- Creating WTP presentations, reports and dashboards.
JOB QUALIFICATIONS / REQUIREMENTS:

EDUCATION AND EXPERIENCE:
Associate’s degree in Science, Applied Science, General Studies, Communications, Journalism, or a closely related field; and three years of related experience in the area of assignment; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above. Preference will be given to candidates with experience working in the water industry.

- Valid, current Driver’s License and safe driving record
