DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
The Senior Project Manager is responsible for delivering street and bridge infrastructure projects under the City of Houston’s Capital Improvement Plan (CIP). These projects involve paving, traffic, drainage, water, and wastewater improvements. The Senior Project Manager will manage multiple complex projects, overseeing the scope, schedule, and budget from preliminary engineering through construction and project close-out. The Senior Project Manager ensures that quality assurance, risk management, regulatory compliance, utility coordination, ROW acquisition, and permitting are properly executed during the design and construction phases of the projects. The Senior Project Manager will also supervise project managers and graduate engineers, providing them with technical guidance and training.
The responsibilities include but are not limited to:
Assists with the procurement of consultants and contractors.
Negotiates scope and fee for project design. Provides technical expertise in the administration of design and construction contracts for CIP projects.
Balances details and technical aspects with functional requirements such that project expectations are met within budgetary and schedule constraints.
Ensures quality assurance, risk management, regulatory compliance, utility coordination, ROW acquisition, and permitting.
Identifies and addresses critical schedule, budget, or performance issues with team members and engages management as necessary to resolve issues and mitigate risks before they negatively impact projects. Ensure that projects are advertised on time. Monitors and reports on project budgets, schedules, and status using CIPMS.
Manages consultants and contractors, and coordinates with other subject matter experts in the preparation of design and construction documents, and in the implementation of construction.
Communicates effectively with chain of command, elected officials and their staff, stakeholders, and other public agencies.
Responds to inquiries from departments, consultants, contractors, other public agencies, elected officials, and the general public. Represents the department at the public meetings and responds to complaints from the public.

WORKING CONDITIONS
Requires a Bachelor's degree in Architecture, Civil Engineering, Construction Management, Landscape Architecture, Project Management or a closely related field based on the responsibilities of the position. Considerable knowledge of design or construction is required.
EXPERIENCE REQUIREMENTS
Six (6) years of experience in construction, construction inspection, design, landscape design, geo-technical, environmental or a closely related field are required.
Substitution: Directly related professional architectural, construction or landscape design experience may be substituted for the education requirement on a year-for-year basis.
LICENSE REQUIREMENTS:
May require a valid Texas Driver's License and be in compliance with the City of Houston policy on driving. (A.P. 2-2).Preference will be given to applicants with experience in managing the design and construction of transportation infrastructure CIP projects and having knowledge of Federal and/or State transportation grant programs. Strong communication skills, both orally and in writing, decision-oriented, problem-solving attitude, and computer skills will be preferred. The ideal candidate will have a degree concentration in Civil Engineering or other related engineering discipline.
