Reporting to the Director, this position is an integral member of the IACS executive leadership team. Position is responsible for managing all activities related to financial planning, including developing and managing the agency’s annual and strategic budgets. This position manages and oversees collections and revenue from all sources and implements controls for cash management processes. Incumbent in this position is the administrator of agency procurement procedures and is responsible for responding to internal and external audits. Provides oversight for the agency’s technology systems including computers, networks, telephones, office equipment and systems, as well as maintaining project schedules and IT requests with the city’s central IT agency. Oversees the business operations of the agency including, payroll functions and personnel matters, contracts and vendor relations, grants management, as well as training and programming for all team-members and clients. Incumbent is responsible for compliance with all federal, state, and local regulations.

The purpose and mission of Animal Care Services is advocating animal welfare, increase diversion and adoption from the animal shelter. The agency does this by protecting and promoting the health, safety, and welfare of pets and livestock in Marion County. The agency is able to do this by cultivating a productive, collaborative, and compliant work environment in order for our workforce to meet the needs of the residents of Indianapolis and Marion County.

  • Prepares the annual fiscal budget for the agency including property tax-supported funds, special revenue funds, grant funds, and support from philanthropic partners. 
  • Prepares and presents the budget, fiscal ordinances, transfers, and other financial matters to the Controller’s office and other applicable agencies. 
  •  Completes and submits monthly spending, revenue, and fund balance reports. 
  •  Continually monitors spending and revenues to determine remaining appropriations, fund balances, and disparity from revenue projections.
  •  Oversees and supervises accounts payable, accounts receivable, and payroll for the agency.
  •  Oversees procurement for the agency, including approving all purchase orders and expenditures made by the agency.
  •   Responsible for personnel matters such as recruitment, promotion, disciplinary processes, and terminations.
  •   Develops policies and procedures within the agency for purchasing, cash management, and fee collections.
  •   Negotiates contracts on behalf of agency, coordinating with City-County Counsel and the Controller’s Office for appropriate execution. 
  •   Provides consultation for staff grant writers with regard to budgets and available funding sources.
  •  Makes recommendations for salary increases or salary levels for new employees. 
  •  Identifies and implements cost savings and revenue enhancing opportunities.
  • Oversees staff responsible for office management, including inventory, payroll, timekeeping, record keeping, and other administrative duties.
  •  Performs monthly forecasting, variance analysis, and reporting for general and dedicated fund budgets and revenue projections.

Degree in Accounting/Finance or a related degree, and a minimum of seven (7) year's prior related experience in an administrative role with demonstrated progressive responsibilities. Comprehensive knowledge of accounting standards and procedures relative to all areas assigned. Ability to analyze, project, and utilize spreadsheet(s), database(s), and other software is required. Ability to coordinate multiple projects, manage a high-volume of work and meet various deadlines is a must. Excellent computer knowledge and e-mail communication skills a must, and exceptional written and oral communication skills along with strong customer service skills is required. Position also requires the ability to think strategically for the department under the direction of the Director. This position works proactively as a leader to ensure the vision and goals of the agency are being addressed within realistic and required time frames.

Salary : $89,229
