The City of Inver Grove Heights seeks an experienced Senior Planner. The Senior Planner performs advanced planning functions in the areas of municipal planning, including zoning, long-range comprehensive planning and land use regulations. Coordinates development and redevelopment project reviews and implementation of the community’s planning efforts and priorities as established by the City Council. The incumbent shall exercise independence and judgment, following City policies, procedures and processes in collaboration with City staff and under general supervision from Department leadership and City senior management.
The estimated hiring range for the position is $43.20 to $45.71/hr., with full salary range to $54.48/hr., pending completion of 2025 contract negotiations. Leads review of new development and redevelopment proposals and applications and manages land use and zoning amendments according to City Code and State Statute.
Coordinates cross-department collaboration in the review of development, land use and zoning activities.
Prepares staff reports, resolutions and ordinances, and presentations for consideration and action by the Planning Commission and City Council and other citizen commissions and advisory boards; assists with agenda preparation.
Attends meetings of the City Council, Planning Commission and other citizen commissions and advisory boards, as required or necessary; presents information, proposals and recommendations and responds to questions from officials and the public. Serves as staff liaison to the Planning Commission and other commissions, as assigned.
Identifies issues and opportunities related to community planning and development; recommends appropriate responses and initiates actions necessary to address those items.
Assists with implementation and completion of long-range community visioning and planning efforts.
Advises the Planning Manger on ongoing and proposed developments and other planning related matters.
Interprets and applies state, county and local ordinances and regulations to planning- and development-related items; stays informed on new legislation and laws and regulations affecting City land use and zoning policy.
Works with City’s Communications staff on public relations outreach efforts using City communications mediums and local media outlets on projects related to planning initiatives and development activities.
Performs other duties of a comparable level or type, as required or directed.Minimum Qualifications:

•Professional experience in municipal land use planning within Minnesota, notably the Twin Cities metropolitan area, or other metropolitan service areas, including working within the structure of a comprehensive planning process under the guidance of a regional planning authority.
•Master’s degree in Urban Planning, Architecture or other similar discipline.
•American Institute of Certified Planners (AICP) certification.Essential Knowledge, Skills and Abilities Required:
• Thorough knowledge of the theory, principles, practices and techniques of urban planning, development, land use, and related community development services.
• Knowledge of applicable federal, state and local laws, codes and regulations governing the administration of planning and community development and other department services/functions.
• Knowledge of City organization and structure.
• Knowledge of public meeting laws, open meeting rules, public meeting notices and hearings.
• Knowledge of and ability to appropriately apply accepted research and study techniques and methods used in the assessment, analysis and preparation of planning reports and recommendations.
• Ability to analyze complex planning and community development issues and problems, evaluate alternative solutions, and develop sound and concise conclusions, recommendations and courses of action.
• Ability to understand, interpret, explain and apply local, state and federal law and regulations governing land use planning and physical development functions.
• Ability to develop clear, concise and comprehensive technical reports, resolutions, ordinances, correspondence and other written materials.
• Ability to present proposals and recommendations clearly and logically in public meetings.
• Ability to establish and maintain positive and professional working relationships with the City Council, commissions, governmental officials/agencies, staff, private and community organizations, developers, business leaders, consultants and others encountered in the course of the work.
• Ability to effectively use common business productivity software, such as Microsoft Word, Outlook and PowerPoint, as well as mapping software and other applications utilized in the preparation of reports.

Work Environment:
Work is performed under normal office conditions with minimal environmental risks or disagreeable conditions associated with the work. Position requires attendance at evening meetings on a regular basis.
