The City of Katy is in search of a Stormwater Technician!
SUMMARY: Plans, manages, educates, and coordinates the activities and operation of the Stormwater Program. Maintains and appropriately revises the Stormwater Management Program. Provides city area SWPP and MS4 assessments, compliance management, and reporting.

Essential duties and responsibilities may include, but are not limited to, the following:
- Plan, organize, and coordinate the daily activities of the Stormwater Program; coordinate maintenance operations, design review, investigation, inspection, and water quality programs related to stormwater systems.
- Develop and maintain guidance documents on use of Best Management Practices (BMPs) for commercial and residential activities; manage education program regarding pollution prevention and use of BMPs.
- Assists with developing, monitoring and maintaining the program budget, assuring proper resources are available to fund projects, maintenance, inspection and water quality services.
- Coordinate and participate in the development and updating of short- and long-range plans, including manage the review and approval of master plans prepared in support of special planning areas; review development applications for storm drainage and for conformance with city ordinances and policies, including, and details of stormwater infrastructure.
- Prepare and present educational/outreach presentations to city staff, city council, at public meetings and to private agencies and groups as appropriate.
- May represent the city in meetings involving other municipal governments and state and federal agencies; serve as liaison with federal, state and other agencies with respect to regulations and programs involving water pollution and stormwater and flooding issues.
- Develop and maintain communications with the public, contractors and government agencies to receive complaints and suggestions, to provide information and explanations regarding city stormwater activities and projects, and resolve disputes and conflicts as needed.
- Provide technical expertise and respond to complex questions; resolve conflicts and communicate various codes and ordinances; develop and revise procedures as needed.
- Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of stormwater and environmental programs.
- Assist with enforcing State and local ordinances, stormwater maintenance requirements regarding private/public, and commercial throughout the City.
- This position is considered Critical Personnel during a natural or manmade disaster and/or a catastrophic event. This position may be required to provide services or perform duties for the benefit of the public and the continuity of City operations. These may include services or duties different from those performed in the usual course and scope of this position.
- For purposes of business continuity, employees in this position are considered Essential Critical Infrastructure Workers, as defined by the Cybersecurity & Infrastructure Security Agency (CISA).
- Perform other related duties and responsibilities as required.
MINIMUM QUALIFICATIONS:
Education, Training and Experience Guidelines:
- High School Diploma or equivalent; and five years' experience in stormwater programs or a related environmental field; or equivalent combination that provides the required knowledge, skills and abilities.
Knowledge of:
- Modern principles, techniques and theories of stormwater management and control.
- Operations, policies and objectives of stormwater planning, regulatory compliance, facility maintenance and inspection.
- Comprehensive planning principles, best practices, environmental regulations and techniques, including development and updating long- and short-range plans.
- Effective methods of organizing and utilizing data, equipment, personnel and resources.
- Principles and practices of local budget preparation and administration.
- Pertinent federal, state and local laws, codes and regulations.
Skill in:
- Reading and interpreting plans, codes, and ordinances.
- Communicating clearly, both orally and in writing.
- Managing multiple cases and projects simultaneously.
- Establishing and maintaining effective working relationships.
- Conflict negotiation and problem solving.
- Public education/ outreach methods and application.
LICENSE AND CERTIFICATION REQUIREMENTS:
- Stormwater Inspector certificate or the ability to obtain within 6 months
- Valid State Driver's License.
- FEMA IS100, IS200, IS700, IS800 certificates preferred.
PHYSICAL DEMANDS AND WORKING ENVIRONMENT:
Work is generally performed in an outdoor environment performing field work in all weather conditions, but requires some time indoors for administrative duties. Employee must be able to lift 35 pounds on a regular basis and may be exposed to environmental conditions including dirt, pollen, temperature extremes and uneven landscape. Employee may also be exposed to conditions and hazards associated with construction sites and stormwater facilities including potentially hazardous materials, equipment, fumes or vapors. Employee must be able to safely inspect stormwater facilities including manholes, catch basis, storm drain pipes, etc. and may also require walking on rough terrain and climbing inclines at work sites as appropriate.
