What are the responsibilities and job description for the Principal Secretary (Building Inspections) position at City of Killeen?
Performs a variety of routine and complex clerical, secretarial and administrative work in keeping official records, providing administrative support to the building official, and assisting in the administration of the standard operating policies and procedures of the division. Maintain effective public relations with general public, public officials and other City Departments.
Employee has no supervisory responsibilities.
CORE COMPETENCIES:

Schedules appointment calendar for and makes travel arrangements for Building Official.
Receives the public and answers questions; responds to inquiries from employees, citizens and others and refers, when necessary, to appropriate persons.
Issues service requests to various departments from citizens or council members.
Searches various files and records for detailed information involving use of judgment in selecting appropriate data.
Composes, types, and edits a variety of correspondence, reports, memoranda, and other material requiring judgment as to content, accuracy, and completeness.
Answers questions regarding permitting operations and departmental policies/procedures.
Responds to public on status of projects/service requests.
Coordinates training and travel arrangements for divisional staff.
Maintains certification records and membership related documents for all personnel.
Receives quotes and purchases supplies/equipment.
Prepares requisitions and budget transfers; tracks budget expenditures and makes budget recommendations
Conducts daily operations with little to no supervision.
Serves as a member of various employee committees.
Prepares records such as notices, minutes, and resolutions.
Establishes and maintains filing systems.
Maintains ledgers and tracks departmental budget expenditures.
Analyzes and chronicles concerns for division head.
Receives appeals and coordinates meetings of and Construction Board of Adjustments, preparing agenda and attending meetings to record and prepare minutes.
Adheres to assigned work schedule as outlined in the Department and City attendance policies and procedures; ensures all behaviors comply with the City’s Personnel Rules and Regulations and complies with City of Killeen driving policy accordingly.
Perform other duties as assigned.
Education and Experience:
- Graduation from a high school or equivalent with specialized course work in general office practices such as typing, filing, accounting, and bookkeeping; and
- Two (2) years of increasingly responsible related experience; or
- Any equivalent combination of related education and experience.
Knowledge, Skills and Abilities:
- Working knowledge of computers, Microsoft Office software and electronic data processing; working knowledge of modem office practices and procedures; some knowledge of accounting principles and practices.
- Skill in operation of listed tools and equipment.
- Ability to perform cashier duties accurately; ability to effectively meet and deal with the public; ability to communicate effectively verbally and in writing; ability to handle stressful situations.
- Maintains regular and punctual attendance.
SPECIAL REQUIRMENTS:
- Must have a valid driver's license by date of hire.
- Must obtain and maintain a Texas Driver’s License within 90 days of hire.
