JOB SUMMARY
The Crime Analyst I is a non-sworn support position for the Colorado Auto Theft Prevention Authority - Metropolitan Auto Theft Task Force (C-MATT), whose purpose is to provide timely and pertinent information relative to crime patterns and trends as it relates to auto thefts and to assist operational and administrative personnel in planning the deployment of resources for the prevention and suppression of criminal activities, aiding the investigative process and providing timely information, which increases the apprehension of offenders and the clearance of cases.
The Crime Analyst I performs routine crime analysis duties, such as developing regular crime and calls for service bulletins; conducting and presenting historical analysis on both general and specific crime and calls for service information; undertaking tactical crime analysis, and assisting with comprehensive research projects.ESSENTIAL FUNCTIONS
Develops the statistical data resources to assist in proactive and targeted investigations, preventative enforcement and education, identification of theft patterns, trends and criminal organizations, and identification of known and repeat offenders. Statistical data collection of the time period between the theft and recovery, as well as the condition of the vehicle once recovered. This information will be analyzed with the identified offender for future needs and dissemination.
Provide statistics and established benchmarks regarding percentage of unrecovered autos. Identify patterns of theft and recovery locations for commonalities and offender localities for investigative purposes.
Develops and maintains Tactical, Strategic, Administrative and Operational analytical capabilities.
This is a multi-jurisdictional taskforce. Must be able to work with others cooperatively.

Tactical analysis – Develops the capability to internally identify emergent crime patterns and series. Analyzes these tactical activities and contributes to intervention efforts, as well as supporting the investigative functions of the Metropolitan Auto Theft Task Force. Uses unrestricted access to information concerning police calls for service, crime reports, cases, arrest records, field interviews, citations, known offender files and other internal police data resources to identify, analyze and resolve criminal activity. Provide investigative support, conduct link analysis and create charts and other investigative diagrams. Researches and tracks modus operandi factors and discerns crime series or patterns by studying and linking common spatial and temporal factors. Keeps C-MATT and other law enforcement personnel informed of potential and actual hazards, crime statistics, patterns and series through daily crime bulletins, special reports, graphs, maps, and memoranda.
Strategic analysis – Develops the capability to internally measure and forecast long-term public safety related activity, as well as the capability of analyzing this activity for the purpose of contributing to problem solving, intervention, and reduction efforts. Provides forecasts and interpretations of future crime statistics. Identifies and recommends methods to develop agency tactics, strategies, and long-range plans for crime control and prevention, to include the concepts of intelligence led policing.
Operational analysis – Develops the capability to support specific police activities by providing information and analysis to which sworn personal (detectives, sergeants, commanders) have no other access and provides decision-supporting intelligence and information which improves police awareness and judgment in a timely and reliable manner. Develop forecasts or predictive analysis on crime trends and series. Uses unrestricted access to information concerning police activity logs, surveillance logs, intelligence files, criminal histories, response plans, emergency operations directives and other internal police data resources. Responds to requests for service by various elements of the Lakewood Police Department and internally initiates projects and provides proactive information and analytical support.
Administrative analysis – Develops the capability to support general police activities by providing information and analysis on police resources and on police actions and their consequences. These tasks include personnel and resource allocation, redistricting, and requests of a political nature.
Researches, compiles, analyzes and interprets statistical data from a variety of sources, including offense and arrest reports, census, economic and demographic reports and related data. Uses quantitative and qualitative methodology.
Presents at national, regional and local conferences on Crime Analysis related topics. Provides training to officers and department personnel on the practice and purpose of Crime Analysis.
Presents information to patrol briefings, departments, command staff, city council and public forums.
Uses integrated computer systems to create and access database files and to prepare statistical charts, graphs and exhibits. Project management includes making recommendations for the procurement, integration and implementation of systems analysis and design for new technologies.
Develops and maintains programs which will collect, collate, analyze and disseminate crime activity data, including frequency, geographic factors, victims, targets, suspect descriptors, chronological information, suspect vehicle descriptions, modus operandi factors, potential and actual police hazards, and physical evidence information. Also uses computer databases, electronic spreadsheets, desktop publishing, word processing, and statistical applications to manipulate, analyze and present data.

The Crime Analyst works with the Public Information Officer on requests from private citizens, media, and other government agencies. Tracks and manages projects to ensure projects are handled in a timely and prioritized manner.
Acts as Police Department liaison on inter- or intra-agency committees and task forces.
Coordinates special projects and assignments as assigned via the chain of command.
Initiates correspondence and memorandum relative to operational and administrative activities.
