Assistant Manager - Parks and Public Property

Implements the visions of the Department of Public Works as it relates to the building maintenance, occupant health and safety, specialty landscaping and grounds maintenance, and the affiliated initiatives on City parks and public properties.  Position is responsible for assisting in satisfying the maintenance obligations of City-owned properties as well  as a labor supervisor for staff performing work in and around these assets.  
  • Follows safe practices in the performance of all duties.
  • Provides professional assistance to the Manager of Parks & Public Property in the planning, organization, management, supervision, and coordination of all aspects of the maintenance and operations of City-owned buildings, parks, grounds, and public properties.  
  • Assists supervisory staff in planning and preparing work for crews, ensuring proper performance of tasks undertaken by their crews, and maintaining records of work performed.  
  • Assists in the administration and use of DPW data and asset management systems, including but not limited to a Computerized Maintenance Management System (CMMS) to assign, track and report upon asset histories and the maintenance activity of staff as it pertains to City-owned buildings, parks, grounds, and public properties.
  • Oversees staff and contracted third-parties in the execution of capital improvements as needed.
  • Responsible for regulatory compliance with agencies having jurisdiction on all matters facing City-owned properties, including but not limited to life safety and conveyance systems, ensuring that required inspections and testing occur and that the required certifications are properly posted.
  • Maintains and updates a comprehensive Hazardous Communication Program (HAZCOM); maintains Safety Data Sheets (SDS) and database of chemicals used by the Bureau and reviews purchases of chemicals for environmental impact. 
  • Oversees all aspects of the application of commercial herbicides and pesticides, where necessary, in compliance with prevailing law and ensures the proper certification, training, and continuing education for certified applicators within the Bureau.
  • Coordinates all permitting requirements for work undertaken by the Bureau, including but not limited to commercial building permits and road and/or sidewalk closures.
  • In conjunction with the Department of Public Safety, coordinate all required evacuation drills in City facilities and ensure that trainings and posted materials (e.g. evacuation maps) are up to date.
  • Assists in the management of space allocation in City facilities to support individual business functions; conducts space needs and utilizations studies and coordinates efforts to repurpose interior spaces to suit business needs.
  • Coordinates resource allocation with other departments to support ongoing operations.
  • Encourages sharing of resources between departments and promotes cross-training opportunities.
  • Operates a pickup truck and participates in semi-skilled and other manual operations.
  • Provides for the safe operation and maintenance of gas and electric power tools. 
  • Serves in an on-call capacity to coordinate the response to emergency conditions involving City properties as may be required.
  • Assists in the planning and coordination of winter salting, plowing, and snow removal operations on City properties, as needed.
  • Assists in all other tasks involved with the promotion, operation and support of the Department of Public Works as directed. 
Education, Training and Experience
  • Bachelor’s Degree in Engineering, Architecture, Facilities Management, or a related field, or combination of a degree and equivalent experience is preferred. A candidate may substitute five (5) years of facilities maintenance experience, or three (3) years of facilities management in lieu of bachelor’s degree. 
  • At least three (3) years’ supervisory experience and experience overseeing both skilled and unskilled workers is required.
  • Certification and/or training in project management is preferred.
 Licenses and Certificates
  • Possession of a valid Pennsylvania State Driver’s License is required.
  • Possession of, or ability to obtain within twelve (12) months of hire, Pennsylvania Department of Agriculture Public Applicator’s license for the application of pesticides (Categories 00 – Core, 07 – Lawn and Turf, 23 – Park and School, and 10 – Right-of-Way & Weeds, and 24 – Swimming Pools may all apply).
  • Possession of, or ability to obtain within twelve (12) months of hire, certification as a Facilities Management Professional (FMP) as issued by the International Facilities Management Association (IFMA).

Other Information

Environmental Conditions 
  • Indoors, environmentally controlled – office location in Operations Center. 
  • Outdoors, exposed to inclement weather and extreme temperatures – majority of time will be spent conducting off-site operations in the field. 
  • Exposure to dust, exhaust, wet conditions, noise and pollution.

Safety Equipment Used or Needed
  • Personal Protective Equipment such as hardhats, gloves, safety glasses, ear protection, rain gear, steel toed safety shoes, rain boots and respirators. 

Comments
  • Requires lifting up to 50 lbs.
  • Requires standing outdoors for long periods.
  • Works around motorized or moving equipment and machinery as well as active vehicular traffic zones.
  • Requires working long hours and must be available to handle emergency situations after hours, weekends and holidays.

  • Knowledge of safe practices related to Public Works.
  • Thorough knowledge of principles, methods, materials and equipment common to public building operations is required.
  • Ability to read and understand construction specifications and blueprints is required.
  • Knowledge of basic concepts, principles and practices of civil, mechanical or electrical engineering, or construction and design for buildings is required.
  • Knowledge of project management best practices, including but not limited to project lifecycles, triple constraint theory, and stakeholder management is required.
  • Proficiency in understanding legal terms and structures for standard commercial contracts for construction and services, including dispute resolution, is required.
  • Proven proficiency in financial management including financial tracking, sourcing and procurement, budgeting, and forecasting.
  • Proven proficiency in standard knowledge, understanding and use of the Microsoft (or similar) suite of tools (Word, Excel, Outlook, etc.).
  • Proven proficiency in training and supervising employees and volunteers; must possess communication and organizational skills.
  • Proven ability to lead a team of various trades while multi-tasking.
  • Proven ability to work in a diverse work environment.
  • Proven ability to display professionalism, render independent judgment and decision-making ability, self-motivation and a team mentality.
  • Proven ability to follow directions and complete assignments is required.
  • Proven ability to respond quickly and effectively to emergency situations is required.
  • Proven ability to read, write, speak and comprehend English is required.
  • Proven ability to operate a vehicle on private and public streets is required. 
  • Proven ability to operate a variety of manual and powered hand tools typically used in landscaping and grounds maintenance is required.
  • Proven ability to work as part of a team and to collaborate successfully with others is required. 
  • Proven ability to adapt to new or changed situations and to show flexibility in making improvements in work processes and operations is required.
  • Proven ability to exhibit customer-centered behaviors and to focus on customer needs is required.
  • Proven ability to commit to excellence in service and to continuous improvement is required.

Salary : $72,500 - $85,000
