GENERAL STATEMENT OF DUTIES:
The Human Resources Director provides strategic leadership and oversight for the City's human resources functions. This role serves on the leadership team and ensures the effective delivery of HR services, policies, and programs, supporting a diverse and inclusive workforce. The HR Director will lead workforce planning, talent acquisition, compensation, benefits administration, employee training and development, labor relations, risk management, and HR compliance, aligning these functions with the City's strategic objectives.

- Oversee all HR functions, including recruitment, classification, compensation, employee training and development, employee recognition, personnel records management, HRIS system maintenance, and employee relations.
- Stay current on federal, state, and local employment laws; recommend updates to policies to ensure compliance and best practices.
- Develop and maintain all HR policies, including the Employee Handbook, ensuring they reflect best practices and compliance with labor laws.
- Provide strategic workforce planning, including succession planning, organizational development, and leadership training.
- Conduct job analyses and oversee classification and compensation plans, ensuring competitive and equitable pay structures.
- Manage the City's performance evaluation process, ensuring alignment with organizational goals and professional development.
- Develop and implement employee retention strategies and oversee exit interview processes.
- Serve as a trusted advisor to supervisors and employees on workplace issues, conflict resolution, and disciplinary matters.
- Investigate and respond to discrimination, harassment, and other employee complaints, ensuring compliance with EEO and labor laws.
- Coordinate risk management initiatives, including workers' compensation, employee safety programs, and insurance claims.
- Collaborate with the Risk Manager to assess and mitigate workplace safety risks and promote a culture of safety.
- Utilize HR analytics and reporting to drive data-informed decision-making and workforce planning.
- Oversee HR budgeting, including salary projections and benefits administration, ensuring financial sustainability.
- Negotiate and administer contractual agreements for HR services and benefits; coordinate with legal counsel as needed.
- Represent the City in employment-related claims, hearings, and other legal proceedings.
- Foster a positive work environment by implementing innovative employee engagement and wellness programs.
- Perform other duties as assigned.
SUPERVISION RECEIVED:
Reports to the Chief Financial Officer, with direct coordination with the City Manager’s Office.
SUPERVISION EXERCISED:
Supervises two Human Resources Generalists.
QUALIFICATIONS:
Knowledge, Skills & Abilities:
- Extensive knowledge of public sector HR management, labor laws, compensation strategies, benefits administration, and risk management.
- Strong knowledge of municipal policies and employment law compliance.
- Proficiency in HRIS systems, data analytics, and digital HR transformation.
- Ability to lead organizational change management and workforce planning.
- Excellent leadership, problem-solving, and communication skills.
- Strong public relations and conflict resolution skills to engage employees at all levels.
- Ability to handle sensitive situations with discretion and confidentiality.
- Knowledge of Microsoft Office, HR software applications, and industry-specific tools.
Experience & Training Guidelines:
- Education: Bachelor’s degree in Human Resources, Public Administration, Business Administration, or a related field (Master’s preferred).
- Experience: At least six years of progressively responsible experience in HR management, labor relations, benefits administration, and risk management. Must include four years of supervisory experience.
- Certifications: SHRM, SPHR, or PHR certification preferred.
- Preferred Experience: Familiarity with FPPA and/or PERA retirement pension plan is a plus.
