Overview

The City of Louisville is actively recruiting for a Recovery & Resilience Program Manager.

This position works with internal and external stakeholders and is responsible for aspects of emergency management and disaster & recovery project management, including identifying issues and objectives, prioritizing tasks, developing a budget and schedule and coordinating with project managers on construction and other related activities. This Recovery & Resilience Program Manager will also be responsible for oversight of the City’s emergency preparedness and hazard mitigation efforts, including disaster and recovery project management and development of mitigation and resiliency programs. Additionally, the Recovery & Resilience Program Manager provides leadership, management, and oversight of several areas including project management, grants, FEMA public assistance management and emergency preparedness and mitigation. This position is responsible for all aspects of grant development including researching, preparing, managing grant proposals, and managing budget, all while staying in compliance with grant and reporting requirements.

Examples of Duties

Emergency Preparedness & Mitigation


  • Develop and/or update emergency preparedness documents, including recovery framework and Continuity Of Operations Plan (COOP).
  • Assist in implementation of disaster mitigation strategies and programs, including the Hazard Mitigation Plan, Community Wildfire Protection Plan, etc.
  • Organize and facilitate training and exercises involved in emergency and recovery operations.
  • Establish and oversee partnerships and partnership agreements, such as IGAs, MOUs, MUAs, etc.
  • Assess, develop and maintain the City’s emergency equipment needs.

Project Management:
  • Lead the City’s Long Term Recovery Team through development of tracking methods and coordination of recovery, mitigation, and resiliency projects.
  • Develop, organize, and facilitate ongoing comprehensive planning processes and procedures for current and long-term emergency management, recovery and community resiliency needs.
  • Coordinate with project managers on recovery or repair work to track progress and ensure compliance with funding requirements.
  • In coordination with the City’s Public Information Officer, manage public communications regarding projects.
  • Reviews and evaluates project proposals including ensuring compliance with applicable regulations, policies, and guidelines.

Grants and FEMA Public Assistance Management:
  • Review and track grants and FEMA public assistance documentation, submit and manage reimbursements for funds, ensure compliance with funding requirements, and support financial oversight for administration and reimbursement of funds.
  • Coordinate preparation of grant/public assistance budgets; assist in accounting for expenditures of funds; obtain reports reflecting expenditures and reimbursement requests.
  • Track application/report deadlines, manage files, organize information on current and potential grant prospects, and submit quarterly reports as required.
  • Identify and develop strategies to optimize the administration process.
  • Identify community needs related to recovery, identify resources and help residents navigate.
  • Identify additional funding sources to achieve the City’s recovery and resiliency goals.
  • Other duties as assigned.

General Qualifications

EDUCATION, TRAINING, AND EXPERIENCE:


  • Bachelor’s degree in Emergency Management, Disaster Recovery, Public Administration, Planning or a relevant field is preferred.
  • Five (5) years of professional related experience is required.
  • Project management and local government experience is preferred.
  • Any equivalent combination of education and related experience will be considered.

Successful candidates may be required to complete a pre-placement physical and substance screen prior to employment. A background clearance will be performed on qualified candidates.

Additional Information

KNOWLEDGE, SKILLS, AND ABILITIES:


  • Knowledge of the principles of project management, grant management, emergency management and disaster recovery.
  • Knowledge of the Federal and State emergency management and disaster recovery agencies, including funding and reporting structures.
  • Skilled in the use of computers and related equipment and software, including Microsoft Office suite, spreadsheet applications, communications platforms, GIS, database management, etc.
  • Knowledge of trauma informed communication methods when interacting with those affected by disaster.
  • Ability to work independently in evaluating, researching, and coordinating various assigned projects and tasks to a successful conclusion.
  • Ability to evaluate, plan, prioritize and implement goals and objectives.
  • Ability to appropriately interpret and apply laws and regulatory provisions to a situation and determine a proper course of action.
  • Ability to interpret and implement regulatory documents to ensure compliance.
  • Ability to work independently or in a team environment as needed.
  • Ability to work directly with Federal, State, and Local Agencies, and Governments.
  • Ability to exercise sound judgment and decision-making within the scope of authority.
  • Excellent verbal and written communication skills and effectively communicate content and concepts to diverse groups in public settings.

SUPERVISION:
Works under the general supervision and direction of the Deputy City Manager, who assigns broad work details and reviews work for conformance to established rules and regulations.

PHYSICAL REQUIREMENTS OF THE JOB:
While performing the duties of this job, the employee is regularly required to sit; use hands and fingers; handle or feel objects, tools, or controls; and speak or hear. The employee is occasionally required to walk and reach with hands and arms. The employee may occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.

WORK ENVIRONMENT:
Standard indoor office environment. The noise level in the work environment is usually low to moderate. Position requires attendance at regular and special City Council meetings
