Summary
Dispatches police officers to neutralize alarms or to respond to incidents requiring police attention at the Lubbock Preston Smith International Airport's (LPSIA) centralized Airport Operations Communication Center which includes security system management and emergency dispatch services. Acts as the central hub for all communication at LPSIA. Responds to routine and emergency situations that occur or impact the airport operation.
Essential Functions
- Control a centralized communications center which includes monitoring and operating multiple computer systems for emergency and non-emergency situations involving Airport Police, other Law Enforcement Agencies, Airport Operations, Building Maintenance, and Airport Rescue and Fire Fighting (ARFF). Computer systems include two-way radio and voice communication consoles, fire alarm, runway surface sensor system, and CCTV system;
- Coordinate day-to-day activities of the airport through the 24-hour Airport Operations Communications Center providing first point of contact airport communications for airport agencies (ARFF, Air Traffic Control Tower, emergency response organizations), and general public;
- Prepare and disseminate information concerning critical airfield conditions and hazards to the national airspace system via Notice-to-Airmen (NOTAM), and to airlines, tenants, operators, ATCT and other airport divisions.
- Act as the central airport coordination and communications center during airfield emergencies.
- Maintain accurate and complete log book entries and manual records of airport events.
- Communicate effectively and concisely, sometimes under stressful conditions
- Answer airport's main telephone line, provides basic information to traveling public, routes calls to individuals and appropriate divisions
- Communicate with Airport personnel including police, operations, and maintenance over radio frequencies and/or phone dispatching task assignments and documenting specifics including time, location and disposition.
- Provide excellent customer service to the public, LPSIA tenants, and other agencies
- Perform terminal paging requests.
- Relay emergency information in accordance with established procedures.
- Provide support functions such as data entry and recordkeeping associated with fingerprinting, security badging, security audits, vehicle permits and key issuance.
- Perform terminal building inspections to insure safety, security, cleanliness, and appropriate levels of operational standards.
- Maintain active records of Notice to Airmen (NOTAMS), severe weather notifications and other airport originated communications.
- Provide assistance to the Airport Operations Agent, if necessary.
- Assist with lost and found items.
- Perform other duties as assigned.
Qualifications
Completion of a high school diploma or the equivalent with an additional one year of customer service or related experience; or any combination of relevant education and experience which provides the following:
TCOLE Telecommunications License preferred or the ability to obtain within one year of employment.
Prefer completion of two years of college coursework and experience providing emergency dispatch services.

Knowledge and Abilities
Knowledge of:
- Basic telephone techniques and public relations;
- Pertinent FAA, TSA, local laws and ordinances.
- Establish and maintain effective working relationships with City staff and general public;
- Apply departmental procedures and policies related to proper response, emergencies, etc.;
- Use various types of computer formats and codes necessary to access, manipulate and relay information;
- Use and apply communication office procedures, practices, equipment, radio transmitting procedures and basic alarm systems;
- Maintain accurate records and logs;
- Use a personal computer and associated software programs;
- Communicate clearly, effectively, and remain calm in emergency situations;
- Work any shift, holidays and mandatory overtime;
- Must pass a Criminal Justice Information Systems (CJIS) fingerprint-based background check and maintain CJIS eligibility to maintain employment. Due to CJIS requirements related to system access, the following will result in being disqualified for this position: Felony Convictions, Felony Deferred Adjudication, Class A & B Misdemeanor Deferred Adjudication, Class B Misdemeanor Convictions, an Open Arrest for Any Criminal Offense (Felony or Misdemeanor), and Family Violence Convictions;
- Must pass a federal security background investigation to acquire and maintain Department of Homeland Security/Transportation Security Administration (TSA) mandated airport security identification and access control media;
- Must pass a TSA Security Threat Assessment;
- Must pass Airport Security training as required by TSA regulations.

- Frequently lift up to 10 pounds, and occasionally lift up to 25 pounds.
