Description
The Human Services leadership team is currently recruiting for a Family Services Supervisor to lead a child welfare team of Family Services Specialists and aides. This unit will have a specific focus on family engagement and the successful candidate will need a family-centered, strength-based approach to partnering with families to achieve desired outcomes while prioritizing the needs of the family, as they define them, to ensure safety, permanency, and well-being. This unit will include, but is not limited to: foster care, adoption, resource home coordination, Family Partnership Meeting facilitation, ICPC, Kin First Now initiatives, home studies, family finding, training, best practice initiatives, quality assurance, and compliance management.
The successful candidate will assess, evaluate, monitor, plan, coach, and supervise the work of the team, keeping in mind the agency’s commitment to best practice in child welfare and kinship care in Lynchburg. The successful candidate will have to perform in a fast-paced, high-stress environment and should have a vision for enhancing agency outcomes.
Starting pay for this position $30.95/hr ($64,376 annually). Salary may be negotiable with relevant applicable experience and VDSS training completion.Essential Duties
- Plans, assigns, supervises, monitors and evaluates the work of staff members, reviews worker records and reports and other data, counsels and advises workers, personally participates in the more challenging cases;
- Coordinates the work of the unit and collaborates with other units in the department to accomplish the goals of the department;
- Participates in the planning and development of departmental programs, policies and procedures and enforces same;
- Enforces state and local standards applicable to work of unit;
- Establishes the performance standards for the work of the unit, monitors and evaluates staff and programs;
- Maintains continuing liaison with local human service and social service agencies, legal authorities and other offices;
- Provides for the continued in service training of staff;
- Gathers pertinent data and evaluates criteria, prepares reports and documentation, certifies financial documentation and correspondence to external parties;
- Performs casework duties on an emergency basis;
- Serves as member of community planning and development teams to deliver community wide services and recommend the approval of funds for services as child aides and residential services and to assess and recommend services and placements for adults;
- Participates in City and/or agency decision-making teams;
- Provides supervision to on-call staff managing child protective service, adult protective service and foster care issues after hours;
- Participates in the City's emergency plan including management of emergency shelters;
- Attends work regularly.
ADDITIONAL DUTIES AND RESPONSIBILITIES include the following:
- Keeps abreast of and develops local resources;
- Attends meetings of local and state organizations as representative of the department in explaining programs, services and regulations;
- Coordinates and participates in community educational and outreach programs;
- Oversees the maintenance of unit records;
- Responds to citizen inquiries concerning departmental and unit services or the lack of services;
- Responds to hostile and/or aggressive clients;
- Other duties to provide direct or indirect service to the citizens may be assigned.
- When unusual situations occur and/or the City Manager declares a State of Emergency, all City employees may be required to accept special assignments and perform as needed to ensure appropriate service delivery.
SUPERVISORY RESPONSIBILITIES
Provides leadership and direction to the Unit; Carries out supervisory responsibilities in accordance with the organization's leadership principles, vision and values, policies and applicable laws; Interviews, hires, and trains employees; plans, assigns, and directs the work of the unit; appraises performance, rewards and disciplines employees as well as addresses complaints and resolves problems. Encourages staff development and personal growth.
Minimum Education and Experience Required
EDUCATION AND EXPERIENCE
Bachelor's degree from four-year college or university with major work in criminal justice, social work, sociology or related field and extensive experience in the social work field; experience in the use of personal computers and the ability to use various types of computer software and hardware. Master's degree preferred.
OTHER PREFERENCES
Experience with FPMs, CFSR, Kin First Now, Foster Care, Adoption, Resource Home Coordination, In-Home, Prevention, Family Finding, Child Protective Services, completion of VDSS mandated training requirements, Title IV-E, OASIS, NIECE, MDTs, ITRT, and Safe Measures.
Additional Requirements
Possession of valid Virginia driver's license and acceptable driving record according to City criteria. (See Criteria Here)
Possession of all requirements for entry level as specified by the State Department of Health.
Must successfully complete IS100 and IS700 National Incident Management (NIMS) training within 90 days of employment. May also be required to complete higher levels of NIMS training as determined appropriate for the position.
Salary : $64,376
