General Description
The City of Madison Community Development Authority is looking to hire a Service Coordinator!
This is responsible para-professional tenant services work within the Community Development Authority (CDA)/Housing Operations Unit of the Department of Planning & Community & Economic Development. Employees provide diverse tenant services to include: community agency liaison and referral; supportive services (e.g., assistance and information on inter-personal problem resolution, finances, housekeeping, etc.) and crisis intervention; and general assistance related to housing management considerations. Under the general supervision of a Housing Site Manager, employees exercise judgment, tact and discretion in providing tenant services.

Examples of Duties and Responsibilities
Liaison and Referral
- Provide liaison with community agencies.
- Assess resident problems and issues and refer to community services, as appropriate.
- Coordinate and facilitate related interaction and advocate for tenants as appropriate to help residents retain their housing.
- Work with other resident services providers on-site and network with community agencies to coordinate the provision of services and programming.
- Work closely with other Service Coordinators and the onsite Property Managers.
- Seek out and secure resources which might improve the quality of life of CDA residents and help them to retain their housing and avoid homelessness.
- Assist residents in finding alternative housing when appropriate.
- Provide information to residents on related policies, procedures, and CDA services and standards.
- Provide short-term supportive services, referral and assistance on a wide variety of personal issues (e.g., health, finances, housekeeping, hygiene, etc.).
- Participate in the development and implementation of special tenant services initiatives.
- Take the lead and monitor efforts with residents who have hoarding and health and safety housekeeping issues.
- Work closely with service providers and make recommendations to Site Management on those residents' suitable for CDA housing.
- Provide crisis intervention and link resident to community service agencies providing crisis intervention as appropriate.
- Provide direct services to tenants.
- Mediate tenant disputes.
- Develop and implement related informational programming.
- Develop and maintain effective relationships between CDA and tenants.
- Assess tenants for continued housing suitability.
- Gather tenant-related data and prepare statistical and narrative reports for management and/or HUD. Use data to plan effective programming and to network in the community.
- Plan and coordinate financial arrangements with financially troubled residents.
- Provide eviction assistance to property management as required.
- Prepare related reports and population assessments.
- Assist in the development of applications for grant funds.
- Participate in grant fund administration.
- Participate in housing management/service coordinator meetings.
Minimum Qualifications
- Two (2) years experience in applying the following:
- Housing programs and regulations as they relate to elderly, disabled, and low income populations.
- Related social service programs associated with the elderly, disabled, and low-income populations, including mental health services available in the community.
- Computers and ability to use computer software applicable to the duties of the position.
OR
- Three (3) years of experience in providing related services to low-income individuals and families, e.g.; independent living skills training, nursing home placement, providing consultation and assistance in the resolution of personal and family problems, mental illness, alcoholism and other drug abuse, finances, resident disputes and related crisis intervention
OR
- Bachelor's degree or higher level in a field such as social work, sociology, or a related field may be substituted for the experience requirements.

Special Requirements
Possession of a valid driver's license. Employees are required to travel between CDA sites.
Ability to successfully attain Professional Service Coordinator certification through the American Association of Service Coordinators within twelve (12) months of hire. Failure to obtain the certification within the required time period may result in forfeiture of the position, absent extenuating circumstances.
Physical Requirements:
Employees in this classification are required to physically access and meet with residents in their apartments, including the ability to go up and down stairs. Employees must also have the ability to lift up to 25 pounds.
Working Conditions:
Work is performed in apartments of various conditions. May require work in unsanitary environments where exposure to dirt, dust, and second hand smoke may occur.
