GENERAL DESCRIPTION:
Under general direction, the Public Works Superintendent manages the daily activities and work assignments of all assigned staff.

ESSENTIAL FUNCTIONS OF THE POSITION:

Manages and coordinates the daily activities of all assigned staff; assigns work schedules; instructs employees in proper methods and procedures for street repair, snow removal, mowing, bush trimming, weed eating, leaf collection, trash removal, maintenance of parks, maintenance of cemeteries, maintenance of facilities and surrounding grounds, equipment repair, water distribution activities and repairs, storm water system activities; reviews open work order requests and reviews and inspects work product of crews within assigned area assuring compliance with accepted standards and codes; approves and maintains employees’ leave and attendance; performs employee evaluations of crew, corrects, counsels, coaches, and recommends disciplinary action; interviews candidates for employment; makes recommendations as to the hiring, firing, advancement, promotion, and other change of status of employees; prepares incident reports and other required reports affecting employees supervised. Provides coverage for other Superintendents during absences.

Meets with contractors to plan and evaluate future projects and repairs; schedules and oversees work performed by contractors; receives and responds to public requests and complaints and resolves concerns; keeps the Director and Assistant Directors of Public Works informed on the status and progress of scheduled projects and activities.

Plans, implements, coordinates, promotes, and enforces safety program to reduce or eliminate occupational injuries, illnesses, deaths, and financial losses; conducts staff safety meetings; observes and evaluates workplaces and practices to ensure compliance with City, state, and federal safety regulations.

Collects and analyzes data, and assists the Director and Assistant Directors of Public Works in the evaluation, purchasing and/or repairs of all City vehicles and equipment assigned to the department; oversees the gas card program, analyses gas usage and takes action to prevent abuse; oversees the preventative maintenance on vehicles and equipment; ensures vehicles are washed and cleaned, ensures equipment and tools are cleaned and properly oiled; maintains inventory of maintenance supplies and requests replenishment of stock.

Collaborates the development, implementation, maintenance, and promotion of park, cultural and historical educational programs or Water and Stormwater educational programs for school classes, youth groups, educators, senior citizens and the general public; researches subject areas, recommends supportive materials and displays, and assists in obtaining necessary supplies to ensure successful programs; communicates or assists in communicating with teachers, group leaders, and other interested parties to announce available programs and upcoming events; coordinates with other government agencies and private groups as needed.

Superintendent of Streets/Facilities/Parks/Cemeteries: Meets with cemetery lot purchasers or pre-need opening/closing requests; prepares layout of lots for burials and foundation locations; coordinates burial activities for assigned maintenance crews; oversees the excavation of cemetery graves and the installation of footers, and other general maintenance.
Utility Superintendent: Ensures water distribution system sampling and operating requirements are met, follows the Stormwater Management Plan and related activities, develops and implements plans for water shutdowns, issues notices for disruptions of service, provides updates during outages, monitors water system telemetry, proficient in GIS use

Attends meetings and serves on committees, as required; attends various meetings, seminars, and workshops.

Meets all job safety requirements and all applicable OSHA safety standards that pertain to essential functions.

Demonstrates prompt, regular, and predictable attendance; may be required to work extra hours, evening hours, weekends and/or holidays as necessary; due to the nature of the job, when scheduled for on-call assignment, the Superintendent, Street & Utility must be available to return to work after normal work hours or on weekends and/or holidays when called to do so, to handle maintenance and/or safety issues that arise. Ability to get along with others.

INHERENTLY HAZARDOUS OR PHYSICALLY DEMANDING WORKING CONDITIONS:
Employee ascends and/or descends ladders, stairs, or scaffolds; has exposure to chemical compounds found in an office environment (e.g., toner, correction fluid, etc.); works on and around powered platforms and/or vehicle mounted platforms (e.g., manlifts, fire trucks); is exposed to environmental conditions which may result in injury from fumes, odors, dusts, mists, gases, and/or poorly ventilated work areas; is exposed to possible injury from extremely noisy conditions above 85db (e.g., loud sirens, screaming people, building alarms, etc.); is exposed to possible injury from hazardous gases, chemicals, flammables, air contaminants, hazardous waste, unclean or unsanitary conditions, electrical shock; exposed to possible injury from radiation; exposed to possible injury from explosions; is exposed to possible injury as a result of falling from high places; works in or around crowds; has contact with potentially violent or emotionally distraught persons or vicious animals or life threatening situations; has exposure to fire, hot, cold, wet, humid, or windy weather conditions; exposure to extreme non-weather related heat or cold; exposure to shaking objects or surfaces; exposure to second-hand smoke; exposure to hazardous driving conditions; works, first, second or third shift; is periodically exposed to blood and other bodily fluids, as well as other potentially infectious materials; uses eye and face protection for potential exposure to flying objects, respiratory protection for potential exposure to airborne contaminants, head protection for potential impacts of objects to the head, and occupational foot protection for potential impacts of objects to the feet; participants in medical and first aid activities; exerts 20 to 50 pounds of force occasionally, and/or 10 to 25 pounds of force frequently; occasionally lifts objects 50 pounds or less; occasionally carries objects 50 pounds or less; occasionally pushes objects 50 pounds or less; occasionally pulls objects 50 pounds or less.

Note: In accordance with the U.S. Department of Labor physical demands strength ratings, this is considered medium work.

In cases of emergency, unpredictable situations, and/or department needs, may be required to lift, push, pull, and/or carry objects heavier than D.O.L. strength ratings recommend.

Qualifications

QUALIFICATIONS:An example of acceptable qualifications:
Associate’s degree from an accredited college or university with major course work Construction Management, Construction and Building, Facilities Maintenance, or related field; and seven (7) years documented work experience in public works activities, of which at least five (5) years in a supervisory capacity; or any equivalent combination of education, experience, and training which provides the required knowledge, skills, and abilities. Able to perform all types of outdoor physical labor in all types of weather.

LICENSURE OR CERTIFICATION REQUIREMENTS:
Must possess a valid driver’s license. Must remain insurable under the City’s vehicle insurance policy. Must obtain and maintain a Class A CDL license. Class 1 Water Distribution License required for Utility Superintendent.

Skill in: Typing; word processing; computer operation; use of modern office equipment; computer programs (e.g., Microsoft Office); motor vehicle operation; light and heavy equipment; use of bench and/or hand tools; use of mechanics’ tools and equipment. Skilled use of all major and minor equipment and vehicles required in the day-to-day operations of the Public Works Department.

Ability to collaborate effectively across all departments.

Utility Superintendent: Ability to operate water distribution system; minimize water disruptions; implement plans for water shut down; ensure compliance with all EPA requirements.
