THE DIVISION
Information Technology Division’s (ITD) vision is to become a dynamic and vibrant technology delivery organization of the New York City government that leads business transformations and technology innovations to enable citizen-centric smart urban planning, while promoting a culture of collaboration, talent development, and equity. ITD is responsible for developing technology solutions to support agency needs and citywide asks, including City Charter mandates, grant funding requirements, and citywide geospatial services, and maintaining systems infrastructure and endpoint assets, to optimize operational efficiency, promote innovation, and collaborate with other city agencies to enhance service accessibility to citizens. The division provides necessary computing infrastructure and productivity-enhancing technology tools in a hybrid mode (on premise and in the cloud), to support DCP’s interdisciplinary staff across five boroughs, including planners, urban designers, project managers, and executive management. The division is comprised of experienced and talented software engineers, geographic specialists, service engineers, and technology leaders who specialize in managing system infrastructure, cyber security, geospatial data engineering, application services, and portfolio management.
Within ITD, the Service Portfolio Management (SPM) unit is responsible for aligning IT services with business goals and ensuring the organization's portfolio of services meets the needs of its customers and stakeholders. While leading the practice areas for project management, requirement analysis, and business relationship management, the unit plays a strategic role in overseeing the entire lifecycle of IT services and optimizing the portfolio to deliver value to the organization. SPM is involved in demand management, prioritization, capacity planning, capital/expense/grant funding mobilization, risk mitigation, and project governance, and uses portfolio management tools and systems that support budget estimation, planning, tracking, and the reporting of services and projects.

- Manage IT projects from inception to completion, ensuring that they are delivered on time, within scope and budget.
- Apply project management concepts, principles, and practices for implementing strategic initiatives that are of high complexity and visibility.
- Lead cross-functional IT project teams, providing guidance and direction to achieve project objectives efficiently.
- Ensure successful completion of solution implementations utilizing strong leadership, project, and resource management skills.
- Manage relationships with third-party vendors, ensuring they meet contractual obligations and deliverables.
- Set up Software Development Life Cycle (SDLC) processes following Agile, Waterfall, and hybrid methodologies as needed.
- Ensure that projects meet quality standards and that quality assurance processes are in place throughout the project lifecycle.
- Implement Agile Scrum framework to support iterative and incremental project delivery.
- Establish and maintain strategic partnerships with internal and external stakeholder groups.
- Drive product management strategies, including roadmap development and feature prioritization.
- Collaborate with business analysts and product managers to define project goals, requirements, and deliverables.
- Effectively communicate project expectations to team members and stakeholders in a timely and coherent manner.

- Optimize resource allocation by balancing workload, skills, and availability to maximize efficiency.
- Create and manage project budgets, tracking expenditures to ensure cost-effective project delivery.
- Plan for end-user training and knowledge transfer to ensure a smooth transition from project completion to operational use.
- Manage project portfolios, ensuring alignment with organizational goals and objectives.
- Collaborate with subject matter experts to prioritize project requests and allocate resources effectively.
- Promote and oversee DevOps and DevSecOps practices to improve development and security integration.
- Ensure that projects comply with industry regulations and security standards, particularly in sensitive areas like data protection and privacy.
- Leverage Microsoft Azure and AWS for designing and implementing scalable and secure cloud solutions.
- Oversee application architecture to ensure performance, scalability, and security standards are met.
- Lead projects focused on replacing legacy systems with modern solutions.
- Stay informed about emerging technologies and their potential application to improve existing systems and processes.
- Maintain comprehensive project documentation, including project plans, baselines, communication plans, resource allocations, status reports, risk logs, and lessons learned.
- Develop and maintain project dashboards to provide insights into project progress and performance.
- Develop conflict resolution strategies to address issues within the project team or between stakeholders effectively.
- Conduct post-implementation reviews to evaluate project outcomes, gather feedback, and identify areas for improvement.
- Regularly assess and prioritize customer or end-user satisfaction to ensure project outcomes meet their needs.
- Lead by example, fostering a collaborative and inclusive team environment where team members feel valued and supported.
Minimum Qualifications
- A master's degree in computer science from an accredited college or university and three (3) years of progressively more responsible, full-time, satisfactory experience in Information Technology (IT) including applications development, systems development, data communications and networking, database administration, data processing, or user services. At least eighteen (18) months of this experience must have been in an administrative, managerial or executive capacity in the areas of applications development, systems development, data communications and networking, database administration, data processing or in the supervision of staff performing these duties; or
- A baccalaureate degree from an accredited college or university and four (4) years of progressively more responsible, full-time, satisfactory experience as described in "1" above; or
- A four-year high school diploma or its educational equivalent, and six (6) years of progressively more responsible, full-time, satisfactory experience as described in "1" above; or
- A satisfactory combination of education and experience equivalent to "1", "2" or "3" above. However, all candidates must have at least a four-year high school diploma or its educational equivalent and must possess at least three (3) years of experience as described in "1" above, including the eighteen (18) months of administrative, managerial, executive or supervisory experience as described in "1" above.
Preferred Skills
- Project Management Professional (PMP) certification is required. - Proven experience (7 years) in successfully overseeing medium to large scale IT projects with a strong technical background. - Certified Business Analysis Professional (CBAP), Certified Scrum Product Owner (CSPO), or similar certification. - Proficiency in Agile, Scrum, DevOps, and DevSecOps methodologies. - Experience managing application development projects using Microsoft/Java/Open Source technologies. - Excellent risk management and program management skills. - Strong organizational skills with the ability to manage multiple projects and priorities concurrently. - Exceptional facilitation skills and proven experience at driving consensus across multiple stakeholders. - Expertise in Azure and AWS cloud services. - Strong understanding of application architecture principles. - Expertise in using project management tools such as MS-Project, Azure DevOps, and Jira. - Ability to perform demand management and resource allocation effectively. - Strong analytical, decision-making, and problem-solving skills. - Outstanding communication and leadership abilities. - Expert in using Microsoft Office Applications.
