The Summer Youth Leadership Program is only a summer employment opportunity for the City of Norwalk residents. The youth participates in leadership and job skills development programs and actively participates in weekly workshops related to job training and leadership programs. They attend trips geared towards team building and relationship development. Performs various unskilled tasks involved in the maintenance, custodial services, or upkeep of City buildings and facilities, parks and recreation buildings, grounds, and open spaces; performs related duties as required.

Essential Duties

ESSENTIAL DUTIES

Depending upon assignment, essential duties include but are not limited to, the following :

Public Services

Learned the tasks and care required to maintain city facilities, parks, and infrastructure.

  • PARKS - Maintains and cleans parks and open space areas around City buildings and park facilities, including picnic areas, barbecues, restrooms, and athletic fields; performs routine landscaping, including planting, trimming, weeding, and fertilizing; assists with graffiti removal in parks.
  • FACILITIES - Provides custodial services for facilities, including floors, cleaning restrooms, and removal of trash; sweeps, mops, scrubs, strips, polishes, and waxes floors; cleans rugs and carpets; dust, polishes, and waxes furniture and woodwork; cleans and stocks restrooms; empties and cleans waste receptacles and ashtrays; washes walls, windows, mirrors, and blinds; moves furniture or other heavy objects for set up of City functions.
  • STREETS - Cleans up work sites upon completion of jobs; observes safe work methods and safety practices, including the coning and flagging at work sites to secure them from traffic.

Administration

Learned the fundamental elements of City Government and operation.

Transportation

Will have exposure to transit operations for the City's Transportation Division

Public Safety

Learn the procedures of the Public Safety office and basic information about how Public Safety operates within the City of Norwalk.

Social Services / Senior Center

Will be introduced to various City Services, including Senior Center Recreational and Social Services.

Recreation

Will assist with facility operations and park programming, interacting with families at the parks and various Recreational facilities.

OFFICES

Assists with routine clerical tasks, such as photocopying, filing, and typing.

Qualification Guidelines

The following items are required to qualify for the 2025 Summer Youth Leadership Program.

You must attach a copy of the following things to your application.

  • The applicant must be a Norwalk resident.
  • For proof of residency, please attach one of the following items : Utility Bill, Cell Phone Bill, Rent Receipt, or School Letter showing a home address.
  • Applicant must be at least 15 years old as of May 16, 2025, and may not turn 19 before August 8, 2025,
  • Upon successful hiring, applicants will be responsible for obtaining a work permit from their respective High Schools.
  • Immediate family members of the City of Norwalk employees or elected officials are NOT eligible.

    PHYSICAL DEMANDS AND WORK ENVIRONMENT

    The physical demands and work environment described here represent those that an employee must meet to perform the essential functions of this class successfully. While performing the duties of this job, an incumbent is regularly required to use hands to finger, grasp, feel, and use repetitive motions to operate office equipment. Incumbents are frequently required to sit, talk and hear. Incumbents are occasionally required to stand, walk, stoop, kneel, crouch, or reach. Incumbents perform sedentary work. Specific vision abilities required by these positions are those required to perform office machine operations. There is an occasional need to lift to 25 pounds. Incumbents are not substantially exposed to adverse environmental conditions.

    BENEFITS FOR HOURLY / AT-WILL / PART-TIME EMPLOYEES

    Terms of Employment : All employees hired as Hourly / At-Will / Part-Time are employed "at-will" throughout the term of their employment with the City. Consequently, the services of a Hourly / At-Will / Part-Time employee can be discontinued at anytime without cause, regardless of the number of hours worked for the City by the employee.

    Retirement : Membership in the Public Agency Retirement System (PARS) is required. The employee pays the 7.5% retirement contribution.

    Credit Union : The City is affiliated with the Los Angles County F & A Federal Credit Union. Please check with the Department of Human Resources for details.

    Employee Assistance Program : An Employee Assistance Program (EAP) is available to provide help to employees and members of their families who are experiencing personal problems. For more information, contact the Department of Human Resources.

    Paid Holidays : After 3,000 hours of employment, an hourly employee is entitled to six hours pay for specified holidays designated in the Memorandum of Understanding (MOU).

    Vacation Leave : After 3,000 hours of employment, vacation leave is accumulated at the rate of .046 hours for each hour of straight time worked.

    Sick Leave : Beginning on the 30th day of employment with the City, employee will accrue sick leave at the rate of .033 hours for each hour of straight time worked. No sick leave shall be taken until the 90th day of employment. After 3,000 hours of employment, sick leave is accumulated at the rate of .046 hours for each hour of straight time worked.

    Medical Plan : Eligibility for medical coverage is determined using the Affordable Care Act guidelines. Employees may also qualify after 3,000 hours of employment.

    Voluntary Insurance Plans : Optional Short Term Disability, Hospitalization, Accident and Cancer insurance policies are available at the employee's cost.

    Veteran's Preference : The City provides preference to military veterans under consideration for initial employment. To claim veteran's preference an applicant must submit their most recent DD214 form. An eligible veteran is one who has served in the United States armed forces and who has received an honorable discharge.
