The City of Oxnard's Public Works Department is seeking an Asset Project Manager who is detail-oriented and highly skilled in the development, coordination, training, management, monitoring, and reporting of the Public Works asset management program. Incumbents are expected to exercise a full range of program management responsibilities in their assigned area. This position is characterized by a high degree of independence with which an incumbent is expected to operate, including the use of judgment and initiative in developing, implementing, and managing the Public Works asset management programs.
WHAT YOU'LL DO:
Plan, organize, and direct the operations of the Asset Management section of the Public Works Department. Oversee the development and implementation of an asset management program which incorporates a comprehensive computerized work management system (CMMS). Schedule and prioritize work activities; make necessary arrangements for technical resources, standard operating procedures, manuals, supplies, equipment, budget management, planning and oversight and staffing
Coordinate essential capabilities, functions, and approach between the City’s enterprise resource planning (ERP) system (Tyler Munis) and the Public Works Department and Divisions
Provide training and technical guidance in asset management principles and decision making processes; assist Divisions in business process documentation and business improvements
Provide guidance to Divisions in coordinating, analyzing, documenting, tracking and reporting a wide variety of infrastructure condition assessments and inventory tracking systems, including establishing data collection schedules, standards and methods for use in supporting complex business decisions using accepted asset management principles and practices
Oversee the development of recommendations on prioritized strategic maintenance and programs for city infrastructure using historical, current use, condition, replacement costs, maintenance costs and other data consistent with asset management principles and best practices
Develop and recommend asset management policy and strategy to minimize total cost of ownership, increase reliability and meet performance standards throughout the organization; lead or assist in implementation of department and division asset management goals and objectives. Analyze program data; recognize issues and trends; identify options, consequences and develop conclusions and recommendations; prepare complex statistical reports and make presentations
Work in coordination with other departments/divisions to track costs associated with existing and or new inventory/assets and/or repairs and/or maintenance
Manage the regular cycle counts and annual audit of existing inventory to be verified against system stocking reports, track and analyze inventory and develops protocols for loss mitigation
Develop short- and long-term objectives; prepare financial analyses and service objectives reports; forecast future needs
Coordinate with Divisions the preliminary annual budgets as it relates to their asset and inventory needs as well as identifying needs for respective staffing, equipment and projects; monitor and approve expenditures; recommend adjustments as necessary
Compile information and make recommendations to Divisions on studies; prepare written reports on various planning and policy matters regarding the assigned area of responsibility
Make presentations to elected officials, community groups, and the public. Prepare and presents City Council agenda items
Payroll/Classification Title: Administrative Services Analyst, Senior
SUPERVISION EXERCISED / SUPERVISION RECEIVED:
Receives general supervision and is expected to prioritize work to meet deadlines and to keep the supervisor informed of any unusual or irregular issues that would impact achievement of a deadline, organizational policy or procedure or in consideration of risk management. Supervises paraprofessional staff and less than two professional staff including conducting performance evaluations, coordinating training, and implementing hiring, discipline and termination procedures.
DISTINGUISHING CHARACTERISTICS:
This classification is distinguished from the Administrative Services Analyst in that it performs advanced professional financial, managerial and/or operational analysis work and/or provides professional program analysis, evaluation and administration. May lead professional level staff and may serve as a designated subject matter expert.
WORK SCHEDULE:
The normal work week is Monday through Thursday 8:00am to 6:00pm and alternating Fridays 8:00am to 5:00pm. Depending on the area of assignment staff may be assigned to a shift that is outside the standard work hours. This position may be required to be available for additional hours in response to peaks in workloads and changes in department needs.

Performs advanced professional financial, managerial and/or operational analysis work; supervises and oversees paraprofessional and professional staff in assigned area; may assist in training staff and serving as a lead worker
Provides programs management in assigned area; provides analytical support and coordination of special projects, as assigned.
Responds to inquiries from internal and external customers; conducts research, audits and/or assessments; provides information, guidance and materials in support of designated programs; troubleshoots issues and resolves problems; and, provides project staff support, liaison services and/or general oversight to designated committees, external stakeholders or project teams. Monitors and ensures compliance with policy, procedures, standards and/or regulations.
Gathers information, analyzes and compiles data, identifies requirements and trends, and presents findings; prepares, updates and maintains records, reports, presentations, and databases.
Participates in the development, implementation, monitoring and evaluation of assigned division, program, and/or project budgets and expenditures. Provides procurement recommendations and assists in purchase acquisitions.
Performs other duties of a similar nature and level as assigned.
POSITION SPECIFIC RESPONSIBILITIES MIGHT INCLUDE:

The following are the minimum qualifications necessary for entry into the classification:
EDUCATION:
- Bachelor’s degree in business administration, finance, accounting or related field
EXPERIENCE:
- Three (3) years of professional experience performing asset management, analysis, budget management, program administration, engineering, or closely related work in a program performing related functions
LICENSING/CERTIFICATIONS:
- Valid California Class C Driver’s License with a satisfactory driving record

This position requires a 12 month probationary period.
