Essential and other important responsibilities and duties may include, but are not limited to, the following:
Essential Functions:
- Conduct audits to assess compliance with 49 CFR Part 1500 and 14 CFR Part 139 regulatory requirements: reports documenting deviations, corrective actions, best practices, and other assessment measures.
- Assist in reviewing, updating, and implementing security policies, procedures, and practices to ensure the overall adequacy, effectiveness, and efficiency of the security program, and achieve the Airport’s strategic objectives. Identify opportunities for innovation and continuous improvement of the security program.
- Issues citations/admonishments for safety and security violations; maintains and updates admonishment database.
- Assist and facilitate the coordination of Aviation Worker Screening, Checkpoint, and Baggage System screening.
- Perform duties supporting the department by operating a variety of complex systems and procedures for the Airport Badging Office and when required the Airport Control Center; including airport equipment, radio and telephone consoles, paging stations, video surveillance equipment, various computer equipment, and security systems.
- Compose, maintain, and review a variety of reports, records, and logs including, but not limited to aircraft incident/accident reports and airfield condition reports, and provide staff support to the Airport Security Manager and Airport Security Supervisor.
- Review badge applications for all new hires, contractors, and general aviation applicants for badge approval.
- Receive payments for badge merchandise, fees for badging and CHRC background submissions, Air Operations Area (AOA) permitting fees, ground transportation permit fees, parking permit fees etc.
- Work with contractors and third parties to ensure all requirements are met to do business within the Airport and City.
- Search for valid Certificates with the Public Utilities Commission (PUC) and various other sources.
- Validate badge applications and decipher proper documents for badge application submittal to TSC and FBI.
- Perform and manage 49 CFR Part 1500 Airport security and 14 CFR Part 139 duties and training, including, any other duties as outlined in the Airport Security Plan (ASP).
- Distribute Airport issued identification badges and associated PIN numbers; inform employees and appropriate personnel of the use and restrictions of the systems.
- Conduct monthly inventory of all assigned equipment; determine the operating status of equipment.
- Conduct routine inspections of landside, airside, and terminal facilities and surrounding areas; ensure compliance with applicable rules and regulations; issue Notices to Air Missions (NOTAMS) as appropriate.
- Respond to emergencies; initiate airport emergency operations and response; operate emergency equipment; coordinate emergency services and communications.
- Remain airfield driving and self-inspection qualified and assist with coverage of airfield compliance and control center operations as needed.
Minimum requirements must be clearly demonstrated on the application to be considered, however, meeting the minimum requirements does not guarantee an invitation to compete further in the selection process. Experience:
- Three (3) years of increasingly responsible Airport Operations experience, which includes security and badging, and landside, terminal, and/or airfield functions experience is required.
- Experience in a communication center, aviation security, emergency management/response, compliance environment, and maintenance of airside facilities is preferred.
Training:
- High School Diploma or equivalent is required.
- Specialized training in Airport Operations, communications, or a related field is preferred.
- Bachelor’s degree from an accredited college or university with major course work in airport operations, aviation management, public administration, or a related field is preferred.
- Possession of, or ability to obtain, an appropriate valid California driver license with a satisfactory driving record is required.
- Possession of, or ability to obtain, a valid C.P.R. Certificate is required.
- Possession of, or ability to obtain, a Security Identification Display Area (SIDA) Badge, which is approved through the Federal Transportation Security Administration (TSA) is required.
- Possession of Airport Certified Employee (ACE) credential is preferred.

Environmental Conditions:
This position works in a communications center, airfield, and airport environment with exposure to computer screens, heat, noise, dust, grease, smoke, fumes, gases, and potentially dangerous situations.
Physical Conditions:
Essential and marginal functions may require maintaining physical condition necessary for standing, walking, and sitting for prolonged periods; talk and/or hear, in person and by telephone; use hands to operate standard computer and operations equipment; specific vision abilities required by this job include close vision, color vision, and the ability to adjust focus; specific hearing abilities required by this job include the ability to identify and make distinctions in sound, ability to stand, walk, kneel, crouch down, stoop, crawl, twist, climb; ability to use safe lifting techniques to occasionally lift/carry/push/pull 50-pound objects. Expected to wear appropriate personal protective safety equipment including reflective apparel and other safety gear.
