The salary for the Human Resources Director position is $150,000 to $180,000/ DOE.
The Human Resources Director role formulates long-range goals for the organization, develop policy and position papers and negotiate with the chief administrative officer and/or elected officials.

Essential Functions:
- Drives the mission as a support services department to assist operating departments in meeting the goals, direction and expectation of City Council, management and citizens.
- Ensures proper management of processes, implementation of policy and consistency in policy and practice that creates and drives the organization's desired culture as a high performing organization, strategic partner and fiscally responsible organization.
- Ensures organization policies and practices are compliant with current laws and regulations; reduces risks of liability through injury, property damage, and employee issues.
- Ensures the success and sustainability of the organization through the provision of a workforce equipped and ready to meet the challenges of the future.
- Manages, leads, develops, and guides departmental staff regarding operations of recruiting, hiring, developing, discipline, risk, safety, etc.
- Develops and plans for the future of the department and the organization to manage change, and maintain a quality workforce.
- Manages and participates in various projects such as software implementation, development of intranet, staffing study, etc.
- Manages payroll for the city ensuring compliance with applicable state and federal statutes.
- Develops and delivers trainings for employees.
- Prepares and manages the departmental budget.
Additional Duties:
- Analyzes information and makes judgments and decisions in the best interest of the organization.
- Manages, plans, prepares for leads and participates in various Human Resources meetings within the City.
- Serves on the Executive Leadership Team for the organization.
- Counsels and advises on employee discipline issues, organizational development, employee communications, and civil service.
- Performs the day-to-day operations of signing, approving, reviewing, and problem solving as requested by others to maintain relationships and build credibility for the department.
- May be assigned as the Civil Service Director, responsible to ensure compliance with local government code 143.
- Performs related work as assigned.
Minimum Education and Experience Requirements:
- Consideration will be given to candidates with the appropriate degree or equivalent work experience; Master's degree preferred.
- Requires five years human resources or closely related experience.
- Municipal HR experience preferred.
Special Certifications and Licenses:
- Valid Texas Driver's License
