ABOUT THIS POSITION

The IT Analyst/Programmer III role is key within NSD. One of the main advantages of this role is the opportunity to analyze and identify the most effective technical solutions to support business objectives and drive development. As part of the NSD, you will work within a close-knit team, gaining a deep understanding of NSD's employees while also collaborating with staff across multiple departments. Work products from NSD IT directly benefit our residents with the support and automation NSD IT provides to its customers.
This position utilizes a high level of expertise in many technical arenas, including but not limited to: Microsoft Power Platform (specifically Power BI and Power Automate), almost all products in the Esri ArcGIS space, Python and Java for data integrations with various systems, and a backend database in Oracle.
The temporary position is currently funded through June 2026. The temporary position will have benefits but will not earn city retirement credits or participate financially into the city's retirement program. If the successful candidate is a current City employee, all benefits will still be applicable, and the employee will still contribute to their pension. Temporary positions are not covered under civil service rules, and thus employment is considered "at-will" and employees may be separated at any time.

SALARY
Pay Range: $78,540 to $121,825 annually.
Hiring Range: $78,540 to $105,248 annually.

MINIMUM QUALIFICATIONS
- Three years of experience in applications analysis and programming, systems analysis and design;
- Including project leader responsibility.
- Bachelor's degree in computer science, computer information systems, business administration, mathematics, or related field.
- Other combinations of experience and education, which meet the minimum requirements, may be substituted.

PREFERRED QUALIFICATIONS
The minimum qualifications listed above, plus:
- Five or more years of experience with Oracle relational databases with frequent and recent development and maintenance of SQL and PL/SQL.
- Five or more years of experience with the developing and maintaining Java/.Net backend code.
- Five or more years of experience developing and maintaining of Python scripts utilizing Esri libraries.
- Two or more years of experience developing and maintaining analytical reports in Power BI.
- Two or more years of experience developing and maintaining workflows in Power Automate.
- Two or more years of experience configuring Esri ArcGIS AGOL applications (i.e., Hub, Dashboards, Experience Builder, Survey 123, Arcade).
- Two or more years of experience in documenting and analyzing business requirements, as well as managing the entire software development lifecycle, including implementation and ongoing support of those requirements.
