The City of Plano Public Works Department is seeking a dynamic and experienced leader to spearhead our Capital Improvement Projects (CIP) and drive lasting infrastructure improvements for our thriving community! This role is a unique opportunity to oversee critical repair and rehabilitation efforts for water, sewer, street, sidewalk, and screening wall infrastructure. The target annual salary range for this position is $118,709 - $145,424, depending on qualifications.

Summary of Duties: The Public Works Community Investment Program (CIP) Manager oversees, manages, and coordinates the activities and operations of assigned areas of responsibility. Under general supervision of the Director of Public Works, provides administrative guidance to assigned staff, assists with budget development and administration, and assists in the development of long- and short-term strategic plans to meet the organizational and development needs of the Public Works Department in partnership with the Engineering Department.

  • Provides technical assistance and information to the Director of Public Works, consultants, and City staff on matters regarding Public Works CIP projects.
  • Manages staff in the design, review, construction coordination and inspection of Public Works CIP projects.
  • Provides design and construction specifications and details, revisions, and requests for new material approvals to Engineering Department.
  • Administers the professional procurement procedures for the selection of consulting engineers and contractors for the design and construction of Public Works CIP projects.
  • Coordinates and manages updates to the Public Works CIP.
  • Negotiates and consults with consultants and contractors concerning CIP requirements, pay estimates, change orders and mediates differences with contractors.
  • Assists Engineering with updates to the City engineering design manual, ordinances, procedures, resolutions, development agreements and special studies.
  • Manages preparation and presentation of CIP Projects for Director of Public Works.
  • Selects, manages, instructs, schedules, reviews, trains, and evaluates the activities of subordinate personnel.
  • Collaborates with the Assistant Director (Field Services) to identify CIP needs, design updates, and condition assessments for Public Works infrastructure.
  • Collaborates with the Assistant Director (Community Services) to develop asset management plans, procedures, and policies for Public Works infrastructure.
  • Assist with the annual operating, community investments and other related budget preparation.
  • Prepares council agenda items for assigned community investment or special projects.
  • Monitors the expenditures of street bond, water & wastewater, and municipal drainage fund accounts to ensure spending regulations are met and expenditures are consistent with City policy.
  • Participates in the development and implementation of goals, objectives, policies, and priorities; recommends and implements resulting policies and procedures.
  • Ensures that the activities and operations of the Division are responsive to the needs of the citizens of Plano; identifies opportunities for improving service delivery methods and procedures; identifies resource needs; reviews with appropriate management staff; implements improvements.
  • Oversees safety programs for assigned sections and work groups; assists with action planning for safety programs; responds to workers’ compensation issues.
  • Provides staff assistance to the Director; conducts a variety of studies and investigations; develops and recommends modifications to engineering programs, policies, and procedures as appropriate.
  • Coordinates assigned activities with those of other divisions and outside agencies and organizations; resolves sensitive and controversial issues.
  • Serves as staff on boards, commissions, and committees as required; may represent the Director of Public Works at City Council meetings; prepares and presents staff reports and other required correspondence.
  • Attends and participates in professional group meetings; stays current with new trends and innovations in the field of engineering.
  • Responds to and resolves citizen and staff inquiries, concerns, and complaints in a timely and effective manner.
  • Regular and consistent attendance for the assigned work schedule is essential.

Marginal Duties:

  • May act on behalf of Director as assigned.
  • Performs other duties as assigned.

Typical Decisions: The incumbent must approve final designs from multiple design alternatives evaluating constructability, economics, and right-of-way requirements; negotiate with consulting engineers for final designs; approve construction details and specifications; approve CIP fund expenditures and CIP programming and evaluate assigned staff. Evaluate and recommend change orders, pricing adjustments, and other similar contract changes for Public Works CIP Projects.

Minimum Qualifications:

Knowledge of: Operational characteristics, services, and activities of an engineering program; civil engineering principles and practices including roadway, traffic, water, sewer and drainage; principles and practices of program development and administration; principles and practices of municipal budget preparation and administration; principles of supervision, training, and performance evaluation; pertinent Federal, State, and local laws, codes, and regulations; local, regional, and State land development regulations and standards; principles of business letter writing and report preparation; occupational hazards and standard safety precautions; office procedures, methods, and equipment including computers and applicable software applications including word processing, spreadsheets, and databases; customer service principles and techniques.

Skill in: Overseeing and participating in the management of the Public Works community investment projects team; supervising, selecting, training, evaluating, and coordinating the work of assigned staff; participating in the development and administration of goals, objectives, and procedures; researching, analyzing, and evaluating new services delivery methods and techniques; preparing and administering budgets; analyzing problems and identifying alternative solutions; interpreting and applying Federal, State, and local laws and regulations; reading, interpreting, and explaining engineering and construction plans and specifications; prioritize multiple complex projects and programs within specific time frames; compile data, maintain records and files; preparing clear and concise reports; responding to requests and inquiries from the general public; representing the department during public contacts; operating office equipment including computers and supporting applications for word processing, spreadsheet, and database applications; communicate effectively verbally and in writing; establishing and maintaining effective working relationships.

Education: Bachelor’s degree in Civil Engineering or a closely related field. Must possess a Professional Engineer License. If P.E. license is not from the State of Texas, selected candidate must obtain Texas Registered Professional Engineer license within 6 months from the date of employment.

Experience: Six (6) years of responsible civil engineering experience including two (2) years of project management, administrative, and/or supervisory responsibility.

Any work-related experience resulting in acceptable proficiency levels in the above Minimum Qualifications is an acceptable substitute for the above specified education and experience requirements.

Licenses and Certifications: Valid Texas registration as a Professional Civil Engineer. Texas Class C driver’s license (must obtain within 30 days of hire per state law).

Conditions of Employment: Must pass a drug test, driver license check, criminal history background check, periodic CJIS background check (for positions requiring access into Police buildings) and social security number verification check.

Physical Demands and Working Conditions: This is primarily an office classification although standing in work areas and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment; vision to read printed materials and a computer screen; hearing and speech to communicate in person and over the telephone. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 25 pounds.

Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures. May be exposed to extreme heat or cold when visiting work sites or attending meetings. Public Works employees are considered essential personnel and may be required to pull stand-by duty and/or work extended hours, holidays and weekends assisting with workloads of assigned division or assisting other departments.
