Technical and manual labor position operating, inspecting, maintaining and repairing all types of utility equipment and appurtenances pertaining to wastewater treatment facilities. Facilitates the development of public trust and confidence in the City’s Utility

This position is an Essential classification and will be required to report to duty before, during, and immediately after a civil emergency. This position is DOT and Safety Sensitive which is subject to random drug testing. 
The following duties are illustrative for this position.  The omission of specific duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification.  Other duties may be required and assigned.  
  • Keeps the mission, vision and values of the City of Port St. Lucie and Utility Systems Department at the forefront of decision making and action; builds strategic and collaborative relationships and interacts with others in a way that builds confidence and trust; provides excellent customer service by taking action to accomplish objectives, maintaining high levels of work and productivity by generating innovative solutions to work situations.
  • Performs basic preventive and corrective maintenance by troubleshooting problems, making repairs, and checking for proper operation and communicating with other divisions.
  • Lubricates, adjusts, and maintains shop, field, and plant equipment, including inspection, cleaning and repairing wells, pipes, pumps, compressors, valves, chemical feed, and processing equipment.
  • Maintains, installs, inspects, and repairs piping systems of galvanized, PVC stainless steels, and copper tubing; identifies types of piping, fittings, and basic valves; cuts and threads pipe; and makes minor modifications to existing piping systems. 
  • Installs, inspects, and repairs a variety of pumps, drives and electric motors; removes and installs packing and most seals.
  • Performs basic to routine maintenance and repairs to engines, such as oil changes, belts; replaces filters and takes hydrometer readings of coolant and battery fluids.
  • Regular and punctual attendance.
  • Follows proper safety practices, precautions, and procedures, such as confined space entry, storing, handling, and transporting hazardous chemicals. Follows proper PPE procedures.
  • Follows the safe and proper use of various hands, power tools and test instruments.
  • Uses basic welding skills to perform welding and fabricating; heats and cuts materials; and fabricates simple projects.
  • Maintains accurate records; performs computer data entry.
  • Other duties as may be assigned.


THIS POSITION REQUIRES SCHEDULED/UNSCHEDULED OVERTIME, INCLUDING EVENINGS, WEEKENDS AND HOLIDAYS AND/OR IMMEDIATE RESPONSE TO EMERGENCY CONDITIONS.

EDUCATION AND/OR EXPERIENCE

Graduation from an accredited high school or possession of an acceptable equivalency diploma supplemented by specialized mechanical training required. One (1) year experience with basic welding, fabricating, and aerial lift operation (cranes, boom lifts, bucket trucks) equipment required.   Experience in the utility preventative maintenance division preferred.  Must obtain a 

CERTIFICATES, LICENSES, REGISTRATIONS

  • Florida CDL-B Driver’s License Permit required to be obtained within six (6) months from date of hire.
  • Florida CDL-B Driver’s License with Tanker Endorsement to be obtained within eighteen (18) months from date of hire. Requires maintenance of DOT physical requirements.
  • Possession of valid Florida driver’s license and maintenance of clean driving record required. 

KNOWLEDGE, SKILLS, & ABILITIES

  • Thorough knowledge of standard electrical and mechanical tools and test equipment.
  • Knowledge of Microsoft Office Skills to include Word, Excel, and Outlook.
  • Proven mechanical ability relating to utility pumps, motors, and other appurtenances; proper use of tools and testing equipment, read and use charts and blueprints.
  • Knowledge of materials used in the construction and maintenance of water and wastewater facilities.
  • Knowledge of safe work techniques and practices used in preventative maintenance.
  • Ability to carry out assigned projects to their completion.
  • Ability to make independent judgments and decisions.
  • Ability to troubleshoot industrial mechanical and basic electrical issues.
  • Ability to establish and maintain effective working relationships with employees and the public.
  • Ability to focus on the positive in every situation. 
  • Ability to stay centered when challenged

  • Ability to establish and maintain the trust and confidence of the department and public.

While performing the duties of this job, the employee is regularly required to to sit, talk, hear, and use hands to finger, handle, or feel. The employee is frequently required to walk and reach with hands and arms. The employee is occasionally required to stand and stoop, kneel, crouch, work in close, confined spaces, work overhead on ladders and platforms, The employee must very frequently lift and/or move up to 50 pounds and occasionally lift and/or move up to 100 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, and ability to adjust focus.

While performing the duties of this job, the employee is regularly exposed to outside weather conditions which may be adverse and extreme (heat, humidity, cold, rain). The employee is frequently exposed to noise, dust, fumes, airborne particles, uneven surfaces, heights, and stressful situations. The employee works with hazardous power tools and is exposed to heights up to 30 feet.
 
The noise level in the work environment is usually moderate to loud.
