The City of Raleigh, Human Resources Department, is seeking a Senior Human Resources Business Partner (Senior HRBP) to join our team.  As a member of the HR team, the Senior HRBP will manage and resolve complex employee relations issues and provide expertise in the areas of talent management, performance management, compensation, organizational development, employee training, labor law compliance, and employee relations to their designated business units/groups. business divisions/group(s).

The Senior HRBP is devoted to providing the full scope of employee relations services to multiple departments across the city as well as management consulting, organizational development, and other human resources services as needed. This position works in partnership with leaders, key stakeholders, and HR colleagues to shape, develop and deliver HR plans and solutions in line with the needs and priorities of the organization. To be successful in this role, the candidate will have significant experience in employee relations and human resources consultative and analytical work and is considered the subject matter expert with the highest level of knowledge, providing consultation to other human resources staff and management. Responsibilities may include serving as a lead worker, assigning work and monitoring work completion and supervising paraprofessional and/or support staff including conducting performance evaluations, coordinating training, and implementing hiring, discipline and termination procedures.

  • Oversees employee relations program across assigned departments within the city. Serves as advanced subject matter expert / team lead for employee relations services and other programs / interventions / initiatives having organization wide impact
  • Collaborates with and serves as strategic partner to senior leaders and assigned multiple departments to support achievement of objectives; manages and resolves complex human resource related issues; provides solutions to programs and processes
  • Provides performance management guidance, coaching and training of supervisors to include the performance evaluation process, performance improvement, discipline, compliance with employment laws and separation process
  • Manages and resolves complex employee relations issues to include coordination of the City’s grievance and complaint process, and investigation of harassment / discrimination complaints
  • Plans, develops and administers program policies, processes and procedures; recommends and implements enhancements to improve operational efficiency and service quality
  • Collaborates with and serves as strategic partner to senior leaders and assigned departments to support achievement of objectives; manages and resolves complex human resource related issues; provides solutions to programs and processes
  • Researches, gathers, analyzes and evaluates data and information; monitors program trends; reviews and performs quality checks of program-related data; develops and maintains management reporting to support decision making and policy development
  • Monitors and maintains system data, files, records and reporting
  • Ensures regulatory compliance to mitigate legal risks
  • Facilitates organization-wide training
  • Partners with Talent Acquisition in coordinating and participating in the hiring and recruitment process
  • Develops, reviews and revises policies and procedures to enhance programs and to address issues; develops and maintains management reporting, program documentation, correspondence and presentation materials
  • Leads project teamwork and activities; oversees and provides project management support
  • Performs other duties of a similar nature and level as assigned
Education and Experience 
Bachelor’s degree in human resources, organizational development, business or public administration, five years of professional human resources experience which includes public sector experience and previous supervisory experience.

An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation. 

Licensing and Certifications
  • Valid North Carolina Class C Driver's License with a satisfactory driving record, or the ability to obtain within 60 days of hire
  • IPMA-CP/IPMA-SCP; SHRM-CP/SHRM-SCP or PHR/SPHR certification

ADA and Other Requirements:
Positions in this class typically require: fingering, grasping, talking, hearing, seeing and repetitive motions.

Sedentary Work:
Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally, and all other sedentary criteria are met.

Working Conditions:
Work is routinely performed in an indoor, office environment.
