The City of Roanoke is seeking a Deputy Director of Finance to assist the Assistant City Manager/Chief Financial Officer (ACM/CFO) in the administration of all financial activities of the City. As assigned, the successful candidate will provide oversight of budgeting and accounting activities of the City and assist the ACM/CFO in financial reporting and oversight of the external audit and selection and installation of systems for accounting, payroll and retirement. They will also serve in an advisory capacity regarding investment of city funds and serve as the Director of Finance in the absence of the ACM/CFO. Bachelor's degree from four-year college or university with a major in accounting; Master's degree preferred; Ten years progressively responsible professional experience in governmental accounting; or equivalent combination of education and experience. Certified Public Accountant preferred.

SUMMARY  

Assists the Assistant City Manager/Chief Financial Officer (ACM/CFO) in the administration of all financial activities of the City. As assigned, provides oversight of budgeting and accounting activities of the City.  Assists the ACM/CFO in  financial reporting and oversight of the external audit and selection and installation of systems for accounting, payroll and retirement. Serves in an advisory capacity regarding investment of city funds. Serves as the Director of Finance in the absence of the ACM/CFO. Responsibilities entail accountability based on measurable cost effective results for the substance, efficiency, productivity and quality of activities performed within divisions.    

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.  

Assist the ACM/CFO in oversight of general accounting and payroll, including accounting policies and procedures for the central accounting office and City departments  

Assist the ACM/CFO in oversight of systems selection, implementation and maintenance pertaining to accounting, payroll and retirement  Interprets federal and state laws, local ordinances and procedures to insure compliance of financial activities  

Assists the ACM/CFO in overseeing the reporting and collection of certain City taxes  Assists the ACM/CFO in overseeing all technical financial operations of the department  

Assist the ACM/CFO with financial reporting and compliance with SEC requirements and to meet federal and state standards as applicable 

Assist the ACM/CFO with reporting and compliance of payroll and vendor disbursements with the Internal Revenue Service  

Assists in the management of the city's pension and purchasing card systems including development of policies and procedures, selection of investment consultant and portfolio managers, systems development and coordination with actuaries and other professionals  

Assists in the preparation of the City's annual operating and capital budgets  

Assists with the planning and issuance of long-term financing for capital projects  

Participates in investment decisions of municipal funds for the City of Roanoke  

Responds to requests for information from citizens and media as well as addresses unresolved disputes lodged by taxpayers  

Participates as needed on the Budget Committee, and with all major capital financing initiatives  

Prepares and presents reports for the ACM/CFO  as required  Serves as the Director of Finance in the absence of the ACM/CFO

SUPERVISORY RESPONSIBILITIES 

Supervises an assigned, staff in the Departments of Finance. Assists the ACM/CFO with  the overall direction, coordination, and evaluation of units. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training assigned employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining assigned employees; addressing complaints and resolving problems.

QUALIFICATIONS

EDUCATION and/or EXPERIENCE  

Bachelor's degree from four-year college or university with a major in business administration or accounting; Master's degree preferred; Ten years progressively responsible professional experience in governmental accounting; or equivalent combination of education and experience. Certified Public Accountant preferred.   


LANGUAGE SKILLS  

Ability to read, analyze, and interpret complex documents. Ability to respond effectively to sensitive inquiries or complaints orally and in writing. Ability to make effective and persuasive presentations on controversial or complex topics to city council, management, public groups, and/or boards of directors. Ability to negotiate and resolve conflicts. Ability to organize, direct and coordinate a complete range of administrative activities obtaining maximum efficiency.

REASONING ABILITY  

Ability to apply principles of logical or scientific thinking to a wide range of problems. Ability to deal with complex problems or issues. Ability to interpret an extensive variety of technical information and deal with several abstract and concrete variables. Ability to formulate a vision and develop practical courses of action to accomplish goals. Ability to identify key stakeholders and create teams to solve complex issues.  Ability to think strategically.
