The Position
The City of San Leandro is currently searching for self-motivated Human Resources Analyst(s) to join their dynamic team. Ideal candidates will be highly confidential and discreet individuals with experience providing professional-level Human Resources support to a public sector organization, possesses excellent communication and problem-solving skills, and have a flexible approach to the job with the ability to quickly reprioritize work as needed to accomplish goals. Successful candidates should demonstrate a high degree of initiative and creativity with a quality focus and possess strong attention to detail with minimal supervision. We offer flexible schedules such as 9 / 80 and hybrid remote options.
The immediate vacancy is for a temporary HR Analyst experienced in the full cycle of recruitment and onboarding activities. However, the Employment List may also be used to fill future vacancies in other HR functional areas such as employee benefits / leaves, classification and compensation, human resources information systems, workers' compensation, and training & development.
Definition : Under direction, performs complex and varied professional and confidential work required to administer the City's human resources programs and functions including recruitment and selection, job analysis and classification, compensation, benefits, leave administration, training and development, and labor relations; performs research and analysis; provides consulting services to City departments related to all aspects of human resources programs and activities; and performs related duties as assigned.
Distinguishing Characteristics : This journey level classification is responsible for independently performing professional duties in support of Human Resources. Positions at this level exercise judgment and initiative in their assigned tasks, receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit.
Supervision Exercised and Received : May exercise limited supervision over technical and / or administrative support staff. Receives direction from assigned management personnel.
Duties and Responsibilities
Examples of Typical Job Functions : The essential functions of the classification may include, but are not limited to, the functions below and are subject to changes in operational necessity.
- Assists employees and management with the interpretation and correct application of federal, state, and City policies, procedures, and programs pertaining to the range of human resources programs and functions including recruitment and selection, classification, compensation, benefits, leave administration, and labor relations.
- Plans, coordinates, administers, and participates in recruitment and selection processes; collaborates with hiring departments on recruitment planning, processing requisitions, and preparing job announcements; develops and implements application screening criteria; identifies qualified applicants.
- Develops, organizes, and administers oral and written examinations and results, including content development and compiling test scores; prepares eligibility lists; coordinates and / or conducts interviews; assists departments in extending job offers; creates conditional and final offer letters; schedules medical clearances; processes background checks and notifies bargaining units regarding new hires; monitors hiring processes and / or testing processes to ensure adherence to applicable human resources policies.
- Assists in the administration of employee benefit programs including health, dental, vision, short- and long-term disability, and life insurances, as well as flexible benefits plans and California Public Employees' Retirement System (CalPERS) retirement for eligible active and retired employees, in accordance with City and government rules, regulations, and standards; monitors eligibility, limitations, and restrictions of plan participation; processes enrollments and withdrawals; researches and analyzes benefit plan changes; assists with implementation of new benefits programs; acts as a liaison to various third party benefits administrators and health carriers.
- Administers leave of absence programs, ensuring compliance with local, state, and federal laws and City policies and procedures; reviews and analyzes leave requests and / or applications; makes recommendations and develops and prepares responses and / or correspondence; educates employees and managers on policy and legal compliance regarding leaves of absences.

Qualifications
Experience and Education Guidelines : Any combination equivalent to experience and education that would most likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be :
Education : Equivalent to a bachelor's degree from an accredited college or university with major coursework in human resources management or business administration, or a related field; and
Experience : Two (2) years of increasingly responsible experience in human resources administration.
