Job Description
Under the general supervision of the Community Development Director or his / her designee , performs a variety of paraprofessional duties in support of the Community Development Department and functions in the areas of basic permit processing, research; provides customer service to applicants, developers, consultants, the general public, and outside organizations and agencies regarding City codes, policies, standards and processes; provides maps via GIS, records management , contract management , legal noticing and assists with Community Development Department updates to the city website .; and performs related duties as assigned. Position also provides staff support to Design review Committee and the Planning Commission and acts as recording secretary at the Planning Commission; Position is required to attend monthly night meetings.

Essential Duties and Responsibilities :
The following duties are typical for this classification. Incumbents may not perform all of the listed duties and / or may be required to perform additional duties as those set forth below.
- Answers questions regarding general planning, zoning issues, land use requirements, building and safety permit requirements, plan checks and City developmental policies over the phone, email and at the front counter.
- Assists in the resolution of complex and sensitive customer service issues, either personally, by telephone , or in writing ; maintains records and documents of customer issues and resolutions.
- Performs research on codes and ordinances, problems and complaints; prepare and maintain graphics and maps, GIS exhibits, radius maps and mailing labels. Assists with CDBG reports as assigned.
- Collects, record and summarize statistical and demographic information, establish and maintain a variety of data bases for the Community Development Department.
- May assist with the processing and issuing of home occupation, business license permits, Temporary Use Permits by accepting the application, checking for accuracy and completeness, receipting it in, routing to appropriate review staff, monitoring application progress for status reports within scope of authority, and responsibility assigned.
- Provide administrative support to Planning Commission, including acting as Recording Secretary at Planning Commission meetings, and for other meetings as assigned.
- Coordinates Planning Commission meetings; prepares, assembles and distributes Planning Commission packets. Preparation of staff reports using Accela / Minute Traq software management system.
- Provides technical assistance to various Department staff members; assists in the preparation of reports and presentations as necessary; conducts independent and team research and analysis on assigned projects.
- Fulfills legal documentation requirements related to actions taken by the Planning Division and the Planning Commission.
- Performs related duties as assigned.
Minimum Qualifications
Education : An Associate's Degree with specialized college level course work in urban planning or regional planning, economics, architecture, public administration, geography or a related field is required; and
E xperience : Two years of experience providing assistance to the public in a planning, building, engineering office, or the performance of related work is required. Two-year work experience may be substituted by graduation from a four-year college or university with a major in urban planning or a related field.
License; Certificate; Special Requirements : A valid class C California driver's license.
Knowledge of : Basic principles, practices and purposes of urban planning, community design and development ; basic site planning and architectural design techniques and methods; modern office practice and procedures, methods and equipment.
Ability to : Ability to learn quickly and apply departmental policies and procedures affecting the acceptance and review of permit applications and commonly used building codes and ordinances; learn laws and regulations underlying general plans, zoning and development ; understand the relationship between the City zoning ordinances and building code requirements; learn to interpret planning and zoning laws and regulations; properly interpret and make decisions in accordance with laws , regulations, and policies; respond to difficult and sensitive public inquiries; prepare maps and use GIS; work on several tasks simultaneously, plan and organize workload, and meet deadlines ; understand and carry out oral and written directions; communicate clearly and concisely, both orally and in writing.
Physical and Environmental Demands : Sufficient physical ability to work in an office setting; sit, stand, walk, reach, twist, turn, kneel, bend, squat, and / or stoop for prolonged periods of time; perform duties requiring grasping , repetitive hand movement, and fine coordination; lift, drag, and push / pull files, paper, and documents weighing up to 25 pounds; and operate office equipment.

Retirement : Individuals who were active members of a reciprocal public retirement system within the last six months, and considered existing "classic" members will be enrolled in the CalPERS 2% at 55 retirement plan.
Other new employees will be enrolled in the CalPERS 2% at 62 retirement plan.
